My name is Horatio Esposita, Secretary of State for the Republic of Malta and current administrator over intra-Maltese affairs.
I wish to inform you that while on one of his patrols, a pilot of the Armed Forces noted your station's position near Genoa Base within the Barcelona system. In coordination with Section 4 of the Maltese Legal Codex, your station has unfortunately been labeled as an unauthorized Class B modular station, and as such may be found vulnerable to Maltese law.
We ask that you identify your station's purpose, administration and reasoning, provide docking clearance to Maltese pilots, as well as register it with the Republic's Modular Station Database. Instructions for doing so are with the link provided. I hope for a quick resolvence of this matter.
It has been almost two weeks time since you were contacted by the Republic. During such time, we have not seen your installation's registration on the requisite board. This is a notice that the Republic is offering an additional week to secure registration. Should this deadline not be met, we may be forced to take legal action against your station.
The Republic looks forward to hearing from your administration.
Unfortunately, it appears that you have chosen, either willingly or not, to forego these notifications and left the Republic in silence. In coordination with Maltese law, your station is found illegal and will be subject to removal by force. Between now and your station's removal, you will be allowed the chance to register your installation with the Maltese Modular Station Database, including all the requirements entailed, at which point Maltese forces will be diverted away from Tortuga. However, until that point is reached the Armed Forces will be moving to remove your installation.
