I have to apologise for the salvage contracts situation - both of them have been handed out to other Junker entity, and this might have caused a degree of displeasure within the Congress; however, there is a tad different contract i have in mind, and it involves smelting raw ores into processed resources and distributing them among the unlawful sector of Liberty.
It will benefit us on one end, you as the mediators and distributors and the Liberty underworld on the recieving end, but it will not go anywhere if we find the aforementioned capability in direct proximity of Liberty lacking.

I cannot say I even know how to contact the "Liberty Underworld". You see, we at the Congress are simply scrap merchants, we try to make ends meet by selling whatever valuable salvage we can find. You see, some naysayers from Kusari would have you believe that we frequently deal in horrific unlawful acts such as Slaving and Drug Running. I will forgive you as this narrative is peddled not just by Kusarians but also by other organizations who simply choose to hate what they do not understand. We live on the fringes of society and I suppose with that comes the stigma of being shady. I will clarify that is not that case, we tend to prioritize salvage work while also picking up freelancer style gigs from time to time. Additionally, our stations often act as freeports and open markets where people can bring their wares and sell them. I would argue the only crime we may be guilty of is undercutting major corporations.
That being said, we are certainly interested in taking some of that ore off your hands. There are a lot of projects we have in the works and access to these raw materials would aid greatly and Culebra Smelter is more than capable of handling the refinements process. Tell me what you exactly had in mind and maybe we can get to work on a finalized deal.
Admittedly, hearing this have came to me as confusion: i have been left under an impression that Junkers are exactly the kind of people that would be capable of smelting raw ores and distributing them in the areas of market we would never reach solely with our own efforts, which brought us to trying a more delicate approach. Which consequently have brought me to the most probable candidate to establish that kind of business with - you.
However, thanks to your reply i figured out that you, Mr. Tiltman, are quite the businessman; indeed, the Guild seeks to enter the Liberty market through a loophole with a certain shade, and The Congress fits under the description well enough, or that's what i expected. While the Guild would prefer at least fraction of smelted materials to flow in a certain direction - i will respect The Congress desire of keeping this strictly civil and not to punish these capitalists for their ignorance so discretely.
But let us not emphatise on such semantics too much. It comes as a great relief to hear that the Congress, after less than disappointing beginning, is capable of living up to my expectations, and be our yet another partner.
My initial thoughts involved raw ores being shipped over to the processing facility in close proximity to Liberty, where the ores would be smelted into materials finding it's wide array of usage from producing ship equipment to shipbuilding, and those materials would later be evenly distributed over the black market. We have our reasons for that. In the end, we would have established a highly efficient distribution network where The Guild serves as the provider of the raw materials, The Congress, in it's turn, processes said raw ores and smelts them into raw materials, which are later shipped over to or by various interested entities - should they find courage to enter the hazardous environment of Puerto Rico to pick these materials on their own.
In time, i believe, we could have expanded this network to even greater lengths, affecting not only Liberty, but Rheinland as well, for there are major profits waiting for us to claim it. You just have to reach out your hand, Arbiter.
But seeing as you are hesitant to follow our initial proposition we will leave the choice of end customers entirely to The Congress competence. My initial proposition will still stand, Mr. Tiltman, and should you find yourself in a more opportunistic mood - i would like you to consider it nonetheless. For now, we may settle with it's adjusted version where these materials never leave The Congress internal supply chain or are flooded into the lawful market, which might be an even better option to begin with.
That is pretty much everything i have to propose to you, and it only leaves one question for me to ask - are you interested?
