Yeah lyth, there is a lack of motivated faction leaders who used to inspire people to play and lower population. Basing on that you want the system to be removed. I doubt how this is how it should work.

These are almost exclusively those official factions you're vehemently defending. OFs that pop up to represent an extant NPC faction are becoming rarer and rarer by the year.
I think that's due to the fact some factions have been forced to irrelevance by the combination of low(er) player base, (lack of) story development and widening ZOIs.
I mean I am not overly happy with the current system, I think OFs should play a more prominent role but that goes against the major trend of liberalising everything in Disco (which everyone seems to support).
I, personally, simply don't have the time to follow all the Disco drama to know RP of every single group that pops up, splinters and then dies. Official Factions give me the option to get myself acquainted with their RP and expect some stability.

We should go back to 1 official faction per ID and have factions fight over officialdom. Like what it used to be. To me officialdom is just "meh" and anyone can get it these days. It's nothing special anymore.

How do you want to do this?
Well, they could unofficialize both OFs under the same ID and automatically putting them under OF race with only one making it after 2 months.
@Lythrilux I invited the Core into Exeter to give you a chance for more activity, still got no response and no Core. I hope you haven't abandoned everything?

We lost ZoI there because of system classification changes. I've raised this issue twice in two separate places and it's been ignored.
Officials used to drive activity with, in most cases, engaging and invested leaders in game. That's not really the case anymore as most have either left voluntarily or been chased away by game and community developments. Official factions were groups of people you played with regularly, and the decrease to a limited number of active members and the reduced time needed to remain "official" shows how little interest in a particular group there is. If there's no interest, effort to maintain it is wasted. The lore remains the lore whether you're indie or tagged.
I think St. Denis is right. If you want to play, play, and leave "officialdom" to those with higher goals for whatever reason they may have. Otherwise, they're not really needed.

Maybe we could perk Core ZOI in the system if Bretonia gives a military base to the Core in exchange for help? That round station above Exeter had a Core IFF in the first patch by mistake. Or was it a mistake?
