To Overwatch leadership,
I am Premier Leon Gutierrez, and I'm reaching out to you to re-discuss potential renewal of diplomacy between the two of us. Within the past month, the Coalition has had a new change in leadership in almost all aspects, and with it a refocus on certain objectives. To keep matters brief; the old premier Mehmed Selim, had abandoned and betrayed the Coalition in order to serve as a puppet to the Bretonian Crown, and I have been tasked to take his place. The change was a sudden one that left our government temporarily paralyzed. Within days of finding out about the betrayal, we were presented an ultimatum to renew the Sydney Accord in which we refused - resulting in all out war with Bretonia. This is what I'd like to discuss.
The former regime made the erroneous mistake of signing the accord and forcing us to stand idle while Bretonia moved in to Omega-49, which after recent encounters seems to be referred to as "Exeter" by our enemies. Of course this shamefully made us temporarily abandon everyone in that system, and the rest of the Omegas. I know you all had participated in the evacuation of Zoners from Gran Canaria, while we sat by and did nothing. The most I can do is make amends to right the wrongs of the past.
I fear the signing of the accord may of threatened our diplomacy that was once established under Premier Ben Warner, and I'd like to salvage what of it I can - if it did. As I've made clear, we are now at war with Bretonia, and we've dealt a heavy blow with the elimination of their battle group "Sterling" albeit costly for us. This victory gave us a window of opportunity to make movements within the system.
So I'd like to revive talks between us both, to see where we stand and where we can begin to work closer once again.

Greetings Premier Gutierrez,
Allow me to introduce myself, I am agent Solandros, a Colonel in the Order Overwatch.
Your communication has given us a lot to think about. It would be an understatement to say
we had strong concerns about the Coalitions steps to improve relations with Bretonia.
Perhaps if the Bretonians hadn't resorted to anexing Omega-49, a planet full of Zoners, an independent border
system and a base ran by the Independent Miners Guild, who had already suffered greatly due to the war,
Galia might not have felt emboldened enough to commit the tragedy of Leeds, preventing the deaths of untold
amounts of civilians.
As you said, we did what we could to aid the victims of Bretonia's aggression; evacuating people from Gran Canaria and civilians from Leeds
as well as aiding in the defense of Aland Shipyard. Unfortunately the vast majority of our forces are needed in the Omicrons to deal with
the constant Nomad threat, a threat that tries to push through our defenses on a daily basis.
It is reassuring that these troublesome developments were the cause of a turncoat and not the Coalition as a whole,
and while it may take a while to rebuild lost trust, you reaching out to us at the very least merits our attention.
The Order and the Coalition have a lot of history together Premier, the Overwatch is open to hearing what you have to say.

Dear Solandros,
A pleasure to meet you. I do not fault you for your concerns about the Coalition and see it as expected given our questionable acts for almost the past year. It will take some time for us reverse the course that was set. I will not try to pretend that the unfortunate series of events did not have our hand in it, as it stemmed from our refusal to stand against the Crown's aggression. The effort you all gave to evacuate those zoners did not fall deaf on the entire coalition - there were some who were in silent support, but it was not the proper time then to voice publicly that opposition. The times have changed, and it's time to focus on the future and how we can help shape it together.
It is a relief to see that you are willing to give us a chance, and thus I'd like to say that there is a lot in my mind that I think we can offer, especially with your efforts in the Omicrons. Our Commissars although outwardly silent, have begun their operations once again and I think they can be a great help in the Omicrons. Also, in the past I recall you all provided a great opportunity for Volgograd Industrial to kick start the Coalition's industrial growth by allowing our ships to send goods to planet Akabat, so I plan to repay the effort with supplies you may need for your endeavors. Lastly, I would like to discuss with you all about the on-going events in Omega-49. This is only scratching the surface, but I'd like to see if we can meet in person to discuss thoroughly , either up in the Omicrons or if you'd like we can provide an escort to the Omegas.

They say a wise man knows how to stay his hand until it is time to act, based on your response, I will hope that this was the case for those in the Coalition who knew better.
The Coalitions industrial presence has been and still is welcome on Akabat, even aiding us during an operation that at the time they knew very little about.
The ongoing events in Omega 49 are indeed of interest to us and we would be interested in hearing what you would like to discuss.
I will arrange a suitable location in Akhataten, the capital of Planet Akabat, to receive your visit.

Negotiated agreements - The Tunis Accords
Hail Premier Gutierrez,
To say today was an eventful day would be an understatement, though I am glad we had the opportunity to evacuate you and your wing to safety with the Armageddon.
I do ask that, for the time being, you keep this ships existence fairly under wraps. As stated during our meeting, it is not fully prepared for action yet.
That said, it seemed wise to lay out the agreements that were made between our two organizations.
Admiral Golanski has deemed these:
The Tunis Accords.
In order to better face House Bretonia, the Coalition and the Order will promote an exchange in arms and snubvessels. The Overwatch and SCRA in particular will do so as well with capital vessels. This way both organizations can ensure our capabilities are not overtaxed while maintaining increased flexibility in fleet composition.
The Coalition will provide the Order with a Tempest class carrier and a Typhoon class cruiser, these vessels will be used primarely in operations to aid the Coalition against Bretonia and against the ever growing Nomad threat.
The Order will provide the Coalition with several Hathor class gunboats.
Relations having sufficiently normalized, the Coalition and the Order open up trade once more.
The Order will receive a 'Red Visa' entitling them to unrestricted travel within Coalition territory with no need to announce their presence beforehand.
The Coalition will receive clearance for unrestricted travel within Order territory, particularly Omicron Minor, Mu, Epsilon and Sigma.
The Order will provide the Coalition with assistance against Bretonia in the Omega-49 system.
The Order will provide the Blood Dragons with assistance in reinstate a lawful, non-corrupt government in Kusari.
The Order will join a Siriuswide network the Coalition is building, aimed to help resistance fighters throughout Sirius against their governments, the Order is not required to provide aid to these groups besides the Blood Dragons.
The Order will provide the Coalition with scientists who will aid their Coalition counterparts with researching non-military applications of Nomad and AI technology.
The Coalition will respect that the Order has a non-aggressive stance with the Corsairs and will not expect assistance against the Corsairs from the Order.
Please feel free to go over the agreement and see if we may have missed anything.
If you find everything in order we will draft up a treaty for both parties to sign to formalize The Tunis Accords.

Today's meeting was indeed eventful. As per your request, we will keep the existence of the ships classified and I'll ensure the Ministry of Truth understands that request. As per the 11-points of the accord, I am in agreement with each one of them. Lastly, as per the "Network" that is referred to, the Coalition has deemed it the "COALINTERN", and I shall extend it's frequency for you to access, have your comrades have it readily available for whenever they made our help.
