Honestly gunboats and bombers are in the same boat as far as metas are concerned, pun unintended. The light variations for both classes are just redundant when they meet their heavy brethren in the field, who typically do everything they do but better. This would at the very least offset the problem for light gunboats. So go ahead with changing things up for gunboat slots.

Funnily enough this was not the case before turret splitting and gunboat shields, with the latter being the biggest contributor to this problem imo.
Gunboats that can mount both 2 pulses and 2 razors would be overpowered against both snubs and caps. This gives them the ability to instakill snubs and snipe caps from long range.
people like op are a big part of the reason why the server is mostly populated by cap people and by extension the reason why the server has a speck of the population it used to have
if nothing can be done balance-wise for caps and snubs to be able to coexist without either side going mental bananas about the other (the ageold issue of caps ruining snub interactions and snubswarms buzzing around one cap for 6 hours), then isolate them, making each immune to the other, and let people play in an environment where their ships fight only the things theyre designed against
id rather this didnt happen because nothing strips immersion more than a battleship razor doing 0 damage to a snub but at this point immersion-breaking things are more common than anything else so w/e

it only became a light bomber so rogues could turn around and snac people faster
lighter variants of gbs are made for a different role, sure they don't stand a chance against their heavier cousins simply because of lighter armour, smaller powercore and lower amount of guns but they are more survivable in fleet engagements where their agility and small frame makes them very hard to hit. the heavier gbs are easy to snipe with cruiser LM.
how about giving the lighter gbs the option to have pulses and razors, with their lighter powercore they won't be able to spam as often as hvy gbs.

Not necessarily true. If you know your boat well enough, they can be avoided quite reliably. Not to mention the heavy shields can eat a LM shot, while a light one will go down. In fleet engagements some cruiser will cruise up on you. At point blank range, you are better off being heavily armored, than nimble.
