Esteemed members of the parliament,
Some of you may know, or heard about me, for the rest of you, I'm Captain Pria Y'berg. I'm here to talk about the dangerous leftovers of the Gallic War, and not the Enclave, but the debries field left in the wake of the battle for New London.
As you may know, thousands of ships are lying in that field, which are painting us as a battle hardened nation for now, but in the near future would ashame us greatly due to it's dangerous nature, and the fact that it's just an overglorified trash heap at the moment, one that could easily support the radical elements in our House, not to mention the danger it presents against traffic to London, and at the planet itself.
But it also presents vast amounts of resources as well. My proposal for the cleanup of the system consists of three phases, to reclaim those materials, and to repair, and extend our system-wide structures. Should be noted, that the plan builds exclusively on Bretonian corporations, without outside help from Liberty, or Rheinland. Without further comments, here's the plan.
STAGE ONE
Stage one consits of three simultaneous tasks, as of now.
Survey the junk field
Contract Breotnian corporations for building a shipyard, capable of dissassembling the wrecks
Build said shipyard. It must be capable to hold the resources to ship out, or to use it later. For cost efficiency, I'd recommend to repair the drydocks of Southampton, and use them for the station.
STAGE TWO
Stage two is the actual reprocessing of the materiel. Starting with the largest wrecks, and going down on the size. For cost efficiency, I'd recommend to sell the functional salvaged parts, that we cannot use. Additionally, recovered bodies could be reprocessed as an effective ferzilizer, increasing the yield for the next harvests significantly.
STAGE THREE
After the field around the planet is cleaned up, the shipyard can be moved to the location of Southampton Wreck, and do the same with the wreckage of the station and ships there. Upon completion of this task, We'll have a modern shipyard in position to replace Southampton, entirely.
I hope my proposal gained your attention, as this is an issue best addressed sooner than later. Until then, I'll make sure the logistics background is ready should the plan be put in motion.
Captain, at this time the Government has approved stage 1 of your proposal. We believe that a temporary drydock would be suitable for this operation than one of Southampton's drydocks, given their current state. If required we can assist in this regard. However, the Goverment reserves the right to terminate this project at any given time, in addition we reserve the right to approve stages 2 & 3 when you deem it appropriate to initiate them.
