So here we are again. Having to talk about your base that seems to have this unparalleled ability to gather every god damn criminal element in Liberty. Every god damn time we are chasing one of these ass hats they are running right to your base and they are welcomed with open arms. I have to say my patience is getting very thin. I require you to ban Birdie from your docking privileges. I also require a copy of the communication you sent him regarding his behavior at one of your stations. Mr. Tiltman, I am going to be as clear as day with you. If you cannot get this under control I will have no other choice but to recommend to the Government of the Republic of Liberty to take action against this installation that dwells behind our Capital Planet. As Chief of Police I will not let any base in Liberty let alone one that dwells in the shadow of Manhattan to harbor criminals and be a safe haven for them. I like you as a person Rick, its a shame It has come to this.
