Latin nitpick: if you want to express the phrase "power of the south" or "southern power", you need to use "Potentia Meridiana". Currently you've declined "meridianus" as a third declension adjective, but it actually patterns as first or second, depending on the gender of the noun (which in this case "potentia", which is feminine, and thus patterns with first declension).
Further nitpicks:
"Neutrum" is largely a grammatical term within Latin, referring primarily to noun gender, though admittedly it's hard to translate a word for a concept that the Romans likely didn't have (after all, you were either their enemy, or their subject. "Ally" is a bit of a non sequitur here). If I had to coin a word myself I'd probably take "in-" ("not") + "socius" ("kindred"/"allied") to make "insocius", as "not allied".
I would also make your adjectives for these consistently the same gender -- each one masculine (ending in "-us"), feminine (ending in "-a"), or neuter (ending in "-um"), just for stylistic consistency.
And in the ship list, you misspelled "Praefect".
