Isoroku Tokuhei was never known as an exceptional officer in his life of duty. He was born to Kusari's high class family with strong military tradition, so it was natural for him to follow his brothers into naval academy. There he showed his inflexibility and lack of initiative. Only because of his patience and good family backing he was able to finish and graduate academy as Kusari Naval Forces large ship officer.
He soon became gunboat CO, and served few years in his course of duty. During Kusari civil war he shown is talent to be somehow on the opposite direction of warring fronts, signing on routine patrols and rear guard duties.
He then had unknown incident with his superiors, which led in his early retirement from KNF active service.
He tried to live a life or regular citizen, but his family bloodline led him again into state's service, this time as police officer.
He signed up with Kusari State police, and after brief training he was able to get a hold on bigger ship again. He served as police gunboat captain, when he got promotion opportunity to be commanding officer of the new Komainu-class battlecruiser named Kagero.
Unknown to him, his KSP Kagero is one of the pre-series testbeds, and never was fit for active naval service due to many unresolved teething problems with its systems. One of the many Kagero's issues are unreliable cruise engine, sensitive power relays and second-grade fire control systems.
But even with this issues, Isoroku got used to his unreliable ship, and proudly serves as its captain in Kusari State Police service. KSP Kagero's primary mission is to serve as KSP mobile operating base with secondary role as fire support for smaller police vessels.
