Back to business, the Artifact trade is one of the main markets belonging to the Hogosha Syndicates and it comes as a surprise to hear a lawful Gallic firm interested in directly obtaining them from the source. Not many speak about it openly, though everyone knows the source are the Corsairs. We were not aware that the Confederacy of Gallia, or at least its firms, reached a business agreement with the Corsairs.
As mundane as the Artifacts may appear, there is a strict reasoning behind the restrictions for haulage within Kusari. The Hogosha, with a little help, proved to be reliable partners, sorting Artifacts and reporting any abnormalities directly. This way we can be certain that indeed only trinkets flow on the open market.
If you wish to obtain a license for the matter at hand, we would kindly ask you to approach the Hogosha Syndicates first and reach an agreement regarding sorting duties with them. Once you can provide us such an agreement, licensing a controlled flow of Xeno Relics to the house of Gallia will be no issue.

Now then, nothing stands in your way to haul Xeno Relics anymore. We will consider Ile-de-France Shipping bound to the "contract" formed between your firm and the Nikkyo Consortium. This made them call me, literally. I dislike such actions but here we are.
In more clear words, Ile-de-France Shipping will be permitted the haulage of Xeno Relics for the duration of three months beginning today. Law enforcement units will be informed.
As brought up by the Hogosha, a more permanent agreement can be subject to discussion in three months.
