There is some attention being given to Leeds, hopefully in the next patch. Without going into detail about what exactly is going to happen, it ought to address the 'controlled' nature of the system.
More to a specific point, Bretonia is open to be slapped for what its doing. It's just most do not seem to care to do anything about it.
There is a long overdue story beat that I intend to get posted soon, which will hopefully expand and express more about the situations in and around those areas.

Strikes on JGs are more complicated than they seem, besides the ability to take one out, there are even more additional consequences of those being put out of actions than I think most players realise. Such as, iirc, the stuff that got wiped out when one JG got popped. (Can't remember what this event was called, or if I'm misremembering.)
The main one being, imo, is actual movement afterwards. Which can then only be done via jumpholes. And Lawfuls aren't supposed to know where those are, but it encourages, well more forces them, to find them.
Leading to the logically problem of, well if the lawfuls know where they are. Who do you think will suffer most from it? - Yeah, the unlawfuls.
Its more or less become an accepted norm that everyone uses JHs to travel, which imo is breaking vanilla lore. (See Bounty Hunters)

i mean while i appreciate the logic and trying to stick to vanilla there that hasnt been ever represented in my time on disco but that was just a example of people trying to do stuff during the war against bretonia and being blocked
the devs forcing the gallics to blow up Belfast when the Mollys refused to aid bretonia is also a good example of players being outright punished for going against the great house of Devtonia, even if Gallia did have a reason, even if they didn't, there is absolutely no reason they wouldn't have put those resources to use blowing up a station that is actually vital to the bretonians, not pirates that are very focused on killing bretonians.

The first version of that move was a takeover by the nearby GRI battlegroup led by the RNS Embrun. Then someone reminded the team that Mollys did some roleplay around rigging the station with explosives and a few mines around it, so it can go boom in case they can't hold it. So the story got changed from the occupation to the destruction of Belfast. A good example of player roleplay being considered.
After giving it a second thought I think that Harris changes are great, it's still a little weird why factions surrounding Bretonia don't want to contest it storywise no matter what. Sadly some people still having PTSD from dealing with Durandal's Devtonia and gladly everything is fixed now.
