In an effort to continue assisting Bretonia in its rebuilding we are offering a helping hand in terms of your prison system. With all the chaos ensuing its quite possible your prison system is suffering and we here at the Liberty Police, Inc. are willing to accept prisoner transfers at bare minimum to you. We are hoping we can come to an agreement on these prisoners and help alleviate your overburdened police force.

Good afternoon. Allow me to thank you for getting into contact with us.
Your proposal is an interesting one, and has resulted in much discussion amongst the Home Office. I must apologise for the delay, but we have come to a decision.
We have decided to accept your proposal. An initial proposal on our end would be an fortnightly transfer to be made, in a joint forces operation between the Bretonian Police Authority and Liberty Police Inc.
We would appreciate if you would allow a joint authorities convoy, consisting of both BPA and LPI elements to be allowed to traverse both houses, I imagine fighter craft and prison "liners" should be sufficient?
I welcome any additions or finer points you would like to discuss in greater detail.

Good day Sir Ambrister Jones,
It is very good to hear your Government has agreed to our proposal. We are in the middle of granting you the access to bring your ships into Liberty and talks with the Liberty Government have already started. Everything is looking incredibly well. I would like to speak to you about routes and what type of prisoners we would be transferring to Sugarland as well as how they would be treated. We agree to the Fortnightly transfer as this would give us time between transfers to make adjustments to our prison as we need it.
Treatment: All prisoners that are in the custody of the Liberty Police, Inc. are treated humanely and with respect. They are given work programs that benefit the house of Liberty and to help pass the time. They learn an honest days work and depending on their sentence should they be released they will have acquired a new trade skill.
Prisoner Sentence: In order to best serve the Bretonian Government and its Police Authority prisoners that have a longer then normal sentence should be given a priority to transfer to Sugarland. As they would be more of a drain on your system then someone with a shorter sentence. Any prisoner that is up for parole would have to pass our parole board and an officer of your choosing would have the right to sit on that board to ensure the Bretonian Citizen is being treated fairly and to your standards as well.
The route would most likely have to pass through Cortez as that is the more safer route. The Liberty Police, Inc. Would be bringing Prison Liners, Snub-Crafts and a Gunboat to ensure we make it to and from our destination safely and without incident. Thank you for your patience. I have arranged for the same allowances within Bretonia, that vessels up to the classification of gunboat will be allowed for the purposes of prisoner transport convoy escorts.
One concern, as raised by both the constabulary and the Bretonian courts, is that as sentencing was passed in the Bretonian courts, it should be the Bretonian courts that determine release. I have suggested, that as compromise, we make any kind of "parole board" a combination of Bretonian and LPI elements. I say Bretonian, as this would compromise members of the constabulary and a Judge of the appropriate level for the sentence passed. The Lord Chief Justice has agreed that this would be preferable. Please confirm if this can be arranged.
As for the type of prisoners, that will have to be determined on a case by case basis. Our worst Prisoners will be held on Newgate, our toughest prison, though they are not necessarily the ones we need moving. We will have to arrange all the prisoners that require transporting to be ferried to an arranged pick up location. This is likely something that should be arranged directly with the BPA.
