I hope our message finds you well.I am contacting you regarding the treaty we have made and we had continued to work to secure the peace through Sigmas.
As you have known, we have already ordered the Kolleda to fall back to the Empire of Rheinland space and to take positions inside our borders.
Staying true to the treaty, we have reached for Gas Miners Guild and we have offered them a ceasefire, effective immediately. While the talks until now are a true success to Diplomacy as this represents new levels of talks between the Gas Miners and the Kaiserreich Rheinland, we have hit a small issue.
The problem which seems to stop the talks from moving forward is their desire to recognise their sovereignty over Sigma 21. We have not done that, as stated between the Treaty between our Houses, we recognise the Reformed Empire of Kusari as the sovereign entity in Sigma 21. Our bases for this stand within the first Treaty of Nevers and the formation of Saigon Administrative Council, which was ratified by the Reformed Empire of Kusari and then Federal Republic of Rheinland, which is now superseded by the Kaiserreich Rheinland, with the Gas Miners Guild failing to sign the agreement and to take part of the Saigon Administrative Council.
We are now looking to the Reformed Empire of Kusari for help into solving this issue regarding the ownership of the system, as we are looking into this as a matter between our former honourable opponents.

It has been a while since we last heard about the Sigma Affairs. We are pleased to hear that the Empire of Rheinland and the Gas Miner Guild agreed on a ceasefire and work on a peaceful solution to the conflict.
It is most unfortunate that the Gas Miner Guild now demands a clear stance on Sigma-21 from you, when it is them who avoid replying to a mutual beneficial offer created by the Cabinet for Sigma-21.
The following extract represents the current stance of the Empire of Kusari regarding Sigma-21. A stance the Gas Miner Guild refused to react to so far.
- Let me elaborate what the Cabinet has thought of:
The system of Sigma-21 will be under Kusari Protectorate, internal affairs are to be regulated by Kishiro Technologies and the Gas Miner Guild together.
- In case of hostile intrusions threatening: the independence of the system, vital economical outposts, Planet Saigon - the Empire of Kusari will interfere through the deployment of Naval Forces assets.
- In times of peace, Sigma-21's internal security will be handled by GMG and Kishiro Security Divisions with 1 exception: The triangle created by: The Honshu Jump Gate, the Honshu anomaly, Planet Hanoi. - will be open for our own border patrols.
- The Empire of Kusari is willing to bear the majority of costs for the most crucial parts of infrastructure (e. g. Jump Gates, Trade Lanes, the colonization of Planet Saigon). In return the Empire of Kusari asks for the Gas Miner Guild's acknowledgement of Sigma-21's resources as shared treasures of the Empire of Kusari and the Gas Miner Guild and that said resources are to remain free for exploitation for both sides (Kusari Civil Market, primarily Kishiro Technologies and the Gas Miner Guild).
- Planet Saigon to be acknowledged as belonging to Kishiro Technologies on paper. We expect similar pictures to Planet Miura, where there are no true borders between Kishiro and GMG assets to be seen. Planet-wise governing is left to Kishiro Technologies and the GMG under the sole condition that Kusari settlers are always welcomed.
- The construction of stations in Sigma-21 is left to Kishiro Technologies and the GMG's mutual agreements and plans.
- The soon vacant spot of the Osaka Wreck is to be filled. With the Sigma-21 Gate in proximity, the Empire of Kusari is ready to subsidy a Kishiro Technologies Storage Facility at said location through a zero tax-rate for Sigma-21 resources the first three years after construction began.
With the Gas Miner Guild's silence in regard, we would advise the Empire of Rheinland to acknowledge sovereignty over the Gas Miner Guild's operations in Sigma-21 and guarantee that Rheinland Corporations do not engage into exploitation of the local resources as a first step. Meanwhile, we will attempt to get the Gas Miner Guild's opinion on our approach. Hopefully they see the generous nature of the Cabinet's and Emperor's offer and let all involved sides finally settle this matter.

I hope our message finds you well and I am contacting you in regards to the Gas Miner Guild – Kaiserreich Rheinland Ceasefire.
We want to thank you for your guidance in this matter and we would like to inform you that we have followed your advice and inserted the following line to the Ceasefire agreement.
“Kaiserreich Rheinland acknowledges Gas Miner Guild sovereignty over their operations within Sigma 21 and we guarantee that no Kaiserreich Rheinland Corporation will engage into exploitation of local resources.“
However, ever since we transmitted our message to the Gas Miner Guild, we received no answer and we are hoping that their High Command has not changed their mind.
Meanwhile, true to our treaty, we have ordered the Kolleda and all its elements a systematic withdrawal from Kusarian and GMG space.
