500M should not be refundable. Moneysinks are fine.
CAU8 should not be granted. Again, factions ought to be active out of themselves, and not profit just for being official for 3 months and then go in/out of activity with every quarter.
Considering how long procedure to get officialdom is. Some reward should be, otherwise people have chance to be not seeing why it was worthy to reach it.

Your reward is subforum, separate ID and ability to use official faction perks. Factions should not be incentivized by money, as it then lowers activity needed to grind for that money.

If those are the only benefits, it is better staying unofficial and not worry about all this fuss. The perks are useless in most cases, subforum doesn't give anything as well even inRP, and ID is still subject to limitations and usually not that much different from generic ID. Unless you are creating a brand new faction from freelancer id or the like, it is better to stay unofficial.

Considering the amount of approved factions(several in half of year or rare?) to be official. Monetary/CAU reward they get much much much lower than what we get in those multiple events.
The returning of the 500 million and the CAUVIII are are left overs from the days when 500 million was a lot of money and people having CAUVIIIs were as rare as rocking horse excrement.
Nowadays people can easily make 500 million in a day and everyman and his dog has CAUVIII(s) (I know someone who has over 30 of the things).
As for OFs, it is so easy to remain Official. There are a few Factions that play the Warning/Off Warning ping pong Game.
Probably a very unpopular belief, of mine, is that the 3 day requirement, in a 3 month period, should be increased to remain Official. At the minute an OF only needs an average of 48 minutes per day, spread over a 3 month period. An OF should have a minimum of 3 Members, so that equates to 16 minutes per day per Member.

I haven't thought about this too much but perhaps the time quota based on the ID of the faction would be a good idea?
I can see two ways this could be done - based on the existing number of factions of a given ID or some kind of arbitrary power criterion of the respective IDs. I think the requirement of three active players should be retained (and checked properly as well), but total activity requirements could be increased or decreased based on these criteria. Perhaps also a requirement of forum RP (or at least a certain threshold of "answered" RP from other factions).
The reasoning for it is that there is not much to do in game for some of these factions, especially ones that shouldn't by lore trade in ores (Ageira, Cryer, Synth, etc) or some who are less powerful than others (like the Rogue ID is pmuch strictly worse than Outcast ID).
I'd say it's fine the way it is. Overcomplication is the death of most things, overcomplicating a bureaucratic process will probably just piss everyone off and make things harder on the staff team.

i'm really glad that this thread finally got a GM response but because it got derailed by @SnakThree bringing up something completely irrelevant to our central concerns it was basically worthless
it's not an unpopular opinion at all that the requirement is far too lax considering how the first three pages of this thread is literally every faction leader saying that it should be increased and that those factions that just continuously skate in and out of the warning period should just have their officialdom removed
and that the barrier to entry and removal as an official faction is far too high given that it takes four months!!! to become official, assuming no admin delays or the like, and takes six months!!! to go unofficial if you immediately go AFK right after making the faction and getting it official
that's just insane. that's mind-boggling. officialdom isn't even worth that much beyond organizational tools and discord chat clout that nobody in their right mind listens to anyway
