So I'm new to Discovery FL, played a different server a long time ago, so thats why this is novel to me.
I've been noticing a couple instances over the last few days of what I believe is people switching between characters that have very different factions. Someone told me there was no actual rule against this.
Can this be confirmed to be a sanctioned practice please? Seems like something that can be taken advantage of to a negative affect.
Pretty much how it works is you're free to have any character take on the role of any faction of your choosing. We simply ask you to keep your interactions inRP and don't use knowledge outside of your current characters knowledge. But yea, you're not limited to one character, infact quite a few have many. I personally have some 30ish spanning multiple accounts in the launcher. It's a very common practice. Sometimes playing one faction or character can get dull, and people wanna switch it up.

It is taken advatage of greatly to negative effect by many already my friend! Stick to one account 7 ships and one solid faction thats active and fun and you'll be alright don't follow the trend be a smart gamer not a discovery gamer!
I have no problem being in HC of two absolutely different factions. And I see no problem with that practice. Looks like I am discovery gamer, not a smart gamer.

There is nothing wrong with playing in multiple factions if you do it the correct way. Sure, there are some who (ab)use it to achieve their personal goals, but there are also many benefits in it. You meet more players so you are not in the same social bubble what sometimes bring negatives (same as in real life, like lack of other opinions and points of view), you are not locking yourself in just one role what gets eventually boring, and it gives you other perspectives. Also, it helps to improve player behaviour against each other. Because when you are a member of let´s say navy/police and criminals/terrorists from the same house, you will be less prone to fight dirty when you have friends on the other side too. And when you are in Discords of both sides, it helps to communicate any issues which appear from time to time in heat of the moment, especially during fights. Without it, you may end in opposite sides hating each other to the bone even on the player to player level, as it happened in the ancient times for example between RM and RH player bases in Rheinland.
To borrow a phrase from RimWorld, it's a story generator more than a game. Just as an actor can wear several masks to play many parts in a play, players can join many factions. I myself play exclusively as my Orbital Character (for now), but the server is richer because people log what is needed to keep the universe alive rather than just what they enjoy. Yes, it is abused, but the good outweighs the harm. Those who would abuse it tend to get bored and move on. Those who want to invest themselves and spin grand narratives tend to stick around and do good work with it. It's also a fun experience "meeting" a new character in game only to realize in discord they're one of your pilots!
Admittedly, watching players RP with themselves is always on the cringier side, but spanning factions is the best way to keep the universe feeling alive with a smaller player base. The alternative is to close off houses to condense us into fewer roles, which forever cuts off certain stories to be told. As an RP-centric player (my next dogfight in Conn will be the first), I actually think spanning factions creates MORE opportunities for better role play.
Many people have characters in hostile factions. It's a good practice to learn
about the other view too. You can handle role play much better if you know
what the other faction is about. And it gets much less personal if they shoot
you up, if you know them. I don't think it's abused much.,
