Laws and Regulations on systems are under the influence of the blood dragons.
Rules bound society. Rules are the key to stability in any sovereignty, and The Blood dragons follow the code of honor and dignity. Therefore, Any individual that wanders into the blood dragon's sovereignty must respect the rules by heart. If not, the individual will be locked, Punished and will have to pay a fine for not respecting our laws. The blood dragon's Lawbook contains the information where an individual can pass freely and where he should avoid. Two systems are restricted to the public. Chugoku and Tohoku, These systems are highly restricted for the public cause of the "Dangerous" environment. Please make sure to read these rules. An individual who found breaking the law without knowing it won't go unjustified be warned.
Chugoku
Chugoku is a system located on the north side of Kusari, and It is under the control of the blood dragons. Who hides inside the system. The system is known to the public as a big hollow place with a lot of asteroids. Only a few people know that the blood dragons actually have a function base. The base called Kyoto is the blood dragons' heart. The base is a fortress offers to the blood dragons to defend themself easily against the Kusari Navy. Many attempts have been made to invade such a system but failed miserably. The base was up and running since the 327 A.S. The Chugoku system has three jump holes that can provide the dragons an escape route if anything went out of control.
Rules concerning Chugoku, Kyoto Base and Mito Shipyards
The system of Chugoku is restricted to all individuals except Blood Dragon's Allies. Therefore, The rules that apply to the Chugoku system are mention below applies to individuals who are not allied to the blood dragons will be punished and fined.
If a transport ship has been located at the system of Chugoku and doesn't have any permits or a reputation with the blood dragon, it will be a force to pay a fine.
Any snub craft that is not allied/Collaborative of the blood dragon will be forced to leave.
ANY capital ship under an IFF that is not one of the following two, Blood Dragon or Golden Chrysanthemum or approved individuals, will be destroyed on sight.
Any vessel disobeying one of the orders stated above will be shot and executed on the spot.

Tohoku
Tohoku is a remote system on the outskirts of the Kusari Empire. A largely desolate system, but still a place of beauty, splendor, and mystery. The system lacks any planets but possesses several large asteroids, which may have once been one (or several) planets that broke apart or collided. Built into the largest of these is the Tohoku Planetary Arch, better known as Heaven's Gate, the system's prominent landmark.
The Arch was once the private retreat of Kusari nobility, most notably Governor Tekagi. During the Nomad War, the system was the site of a key battle between the Blood Dragons and the Order and the Nomad-infested elements of the Kusari Naval Forces.
The Blood Dragons have an active base in Tohoku, and It used for surveying the system of nomad activity and minimizing their threat to the sirus and the base called Ryuku. Ryuku was built with the Order's help as the two groups understood the nomad threat is dangerous and spreading very quickly.

Tottori
Rules consering the system of Tottori.
Tottori is the young system of Kusari, which is still in development. The Imperial government wants to connect the remote Nagano system to Kusari's core system without crossing the borders worlds to Gallia, so they want to connect the system by a Gateway through Tottori while the Blood Dragons try to avoid this to increase their chance to capture the Nagano system. Planet Miyazaki is also a planet with high agricultural potential. Samura plans to use it to restore their former monopoly of food production
By order of the Blood Dragons, the following rules apply to the Tottori system.
All individuals who are considered hostile by the blood dragon will face death at Tottori.
Targets neutral to the Blood Dragons will be escorted out of the area.

The blood dragons work closely with the Golden Chrysanthemums at the Hokkaido system. The blood dragons mainly operate at the Kayo Cloud, distrupting lanes and raiding convoys.

All goods being imported to Kusari are to be stopped and taxed a fee between 500 000 and 10 000 000 credits depending on cargo.
All exports to the Tau sector are to be charged a minimum fee of 1 500 000 credits, or jettison their cargo until their cargo hold reaches 1000 units maximum.
All hostile ID/IFF combinations are to be removed with whatever force necessary
The Blood Dragons are to intervene against any kind of foreign military invasion. All capital ships of gunboat or higher class of foreign origin will be removed from Kusari space.
Ships carrying Cardimine that are not on the exempt list will be fined a fee of 2,000,000 credits and the cargo dropped to be destroyed.

Any ship carrying Nomad remains and/or tech will be asked to drop them and pay fine up to 2,000,000 credits failure to do so will result in force able removed. Excluding Order.
Any ship carrying Artifacts will be asked to drop the cargo and pay a fine of 1,000,000 credits.

Modular Bases
Any Modular base within Chugoku, Nagano, Tohoku, Tottori Yurasu Field and Hokkaido Unyo Cloud will have the following
