I straight up don't bother doing police-type things on my official navy ship. The closest I get is when I see someone in like an Avenger as a Freelancer and I tell them they're not meant to do that and let them off with a warning that if I see it again I'll find a cop to deal with them. I've never understood the point in a navy faction issuing fines for things like cramming passengers into a transport or forcing people to not use house tech on their freelancer ships etc.
Doing police things as navy is cringe and I hate seeing people do it and I'd love it if it were an ID thing that prevented them from doing so. Make police factions worth playing and I might look down on police factions less than I do.

I really like your thinking btw - at this stage of the game limiting other IDs just shouldn't be an option. but buffing unplayed ones - definitely a good direction.
Speaking of which - how about a cheap police only CLD and overpowered and/or cheap scanner
CLD could be in-built into police CM like nomad one is. And secret services could have a cheap cloak as well.
Honestly it does get quite boring to see only official players use unique little toys. and smuggling is rarely a challenge nowadays. Something like this would be lovely as i miss the feeling of having adrenaline running up my back not knowing where the person is. And frankly, I'm outright tired of being scanned by warships instead of snubs. Something new would be great. I want the " OH **** " Feeling again.
Police only OF having police perks like nodock is just straight up outdated and dumb. There is ONE OF police faction.
Like I said, Liberty is fine, Kalh, Kage, Darkwind are doing a great job.
But for every other house all these perks (nodock + block JH with longer CD, shorter duration) just HAVE to go to indies for police to be played again.

The key here is also in having things to do. Smuggling is dead, building secret bases is dead.
Add an atmospheric dock point that accepts transports to every dockable planet as a quasi/unlawful landing option for every planet and more would try smuggling again. Also, make smuggling far more profitable than lawful trading. There should be a big temptation to smuggle for easy money, which of course comes with more risk.
Adding some kind of a battle pob or player buildable weapons platform that could be used by unlawfuls to claim territory, or used by players on any side of a war, would also give players in any situation more to do. Whether it be in navy or police jurisdiction, having more disposable enemy bases/objects to remove by force would create some new activity.
+1 Smuggling needs revival. Doing so would give more emphasis on stopping them.
This and maybe new features like arresting unlawfuls/smugglers(contraband carrying ships) with damaged hull like where King and Trent did immobilize the wrong smuggler's ship. Also rewarding Police factions a high bounty by accomplishing arrest. Simple idea but with being abusable, it needs to active checking.
Special ships with better stats would be cool too.
