I've installed Win10 recently, but having problems with Freelancer solely. More recent games run without issues. No matter what I do, ingame i have 30 fps.
What I tried (summarized):
Forced VSYNC for Vega / GTX: still 30 FPS, although the display runs with 120 Hz.
Turned VSYNC off in Radeon Software / NVidia Control Panel: still 30 FPS
Running Freelancer as admin, using different compatibility settings: still 30 FPS
Using Nvidia Inspector to edit the game profile in detail: still 30 FPS
Using RivaTuner/Msi Afterburner to deactivate VSYNC: still 30 FPS
Created and used new energy settings for full power: still 30 FPS
I'm running out of ideas. Anybody had the same issue maybe?
Lately some players, including myself, have had problems with FPS in DFL. The frame limiter built into the launcher stops working for no reason. And even if the game starts with normal FPS, then after pressing the "Multiplayer" button, it rapidly loses FPS down to 30, and even after you close that window the frames no longer increase and stay at 30. It sounds strange, but this "Game experience may change during online play..." window just killing your (at least mine) FPS, eh. For many years (including a year and a half on Windows 10 Home) it was totally fine and now it's just broke. Don't even know what may be the reason, honestly.
A possible solution (that helped me personally, at least):
You have to find some program that can cap your FPS. Or try to do it using your graphics card driver control panel (try adding DFL process (freelancer.exe) to the catalog in the settings, if it isn't there). My NVIDIA CP didn't help me, so I had to download Rivatuner Statistics Server freeware, then set it up for DFL, and add "-noframelimit" (without quotes, of course) to "Optional Arguments" in game settings in launcher. And you may also need to forcibly disable (or set Fast Sync, at least) Vsync in graphics card CP, yah. Now it works good for me. 154 FPS (150-153 usually) and no problems.
I tried Riva Statistics Server before, the FPS Limit has no effect on the game/menu for me. Only application that worked for FPS limiting for me so far is DXtory.
I set up all as suggested and also added the startup parameter. I still have 30 FPS ingame.

Deactivated Integrated GPU to force dedicated GPU usage: still 30 FPS
Installed DX9 Legacy Devkit: Still 30 FPS
Added "-noframelimit" to start parameters: same issue, still 30 FPS.
No matter what I do: In the menu I have like 170 FPS, once I load/join the game, I have 30 (29) fps. Keeping drivers up to date doesn't help. So far no other game at all having such issues, only Freelancer.

Did you try via nvidia control panel to run freelancer with the GTX card. Manage 3D settings -> choose Freelancer.exe -> High performance nvidia processor. Also put on Global Settings the same High performance nvidia processor
