Last I checked, most of us were still at the Tea House. I know I am.
How about we all get together and deal with this matter in person verses having our problems broadcasted over a diplomatic communications channel?
I, being one of the first to get a fragmented report, would like to see an investigation done in a forward logical direction , without alot of unfounded acquisitions being made.

However, we acknowlage that the GC are fully capable of completeing their goals with or without our presance. What we provide, and have always provided, is another ally to that end. Yes, we have our own vastly diffrent means and goals, but they are not incompatable. But to accomplish them and fully assist the GC, we need docking rights on Sisterhood bases and facilities to maintain our fleet and ensure full force projection capability.
We are willing to step down our presance aboard GC bases significantly, and plan on constructing our own installation sometime soon. Here is what I purpose.
Purposed \CS\-Presance aboard GC bases: Feel free to accept, decline, and/or modify these terms at will.
Ainu Depot(Hardpoint-Alpha-India-November-Unity): Ainu has always been the hub of our operations and given us our main area of operation within Kusari. It's location is key to allow us to strike targets in Kyushu, and New Tokyo. We request permission to base a strikecraft wing off of Ainu to protect it, and conduct operations in Tohoku, Tokyo, and Kyushu. As well, we will give you \CS\-Steve to be your punching-bag/slave as you see fit.
Takada Shipyards(Hardpoint-Tango-Tango-Xray-1-1): Aside from Ainu, we need access to Takada to provide a drydock to maintain our heavy warships and supply our fleet. Our only alternatives being Mito or transiting all the way to Omicron Alpha. As the Sisterhood and Dragons have few warships of their own, we will provide any capital-ship assistance you may need.
As well, we are willing to deploy a sizable engineering unit to Takada under GC command and juristiction, which will assist in ship-production, engineering, and resource management to improve the output of GC fighter class vessels, as well as maintain our own combatants without any additional strain on GC resources.
Morioka Base(Hardpoint-Miko-Oscar-Kappa-4): We will not perminantly base any other military forces out of Tau-65 aside from the personell on Takada for fleet maintnance. However, Morioka is the location of an armory barge shared between us and Kiretsu wing. We request permission to transfer our ships to there should they need additional armarments installed.
As well, we offer the GC the use of Consortium-owned weapons aboard the armory freely, to be delivered upon request. Though some of the equipment is under Kiretsu juristiction, so they will have to be asked as to use of that hardware.
Planet Kitahara(PT65X-IH1): Previously, we had some interest in placing Consortium facilities on the surface of planet Kitahara, though we have choses planet Niiza in Okinawa as an alternative. While we have no real need for anything on Kitahara, we are fully willing to deploy engineering and construction detail to assist the GC and BLS in any large-scale projects there.
We had made plans for construction of an automated high speed rail network and a series of space elevators to make it easier to move Cardamine shipments and other supplies offworld. If you so wish, we would be glad to construct these for you.
Chanai Biodome Project(Hardpoint Sigma-Delta-41): We have no real reason to deploy any of our forces to Chanai, and will leave it be unless you request us for something, be it defense or engineering support.
Given the sactified nature of the nearby Goyami debris field, we will also avoid it despite it's potential mineral wealth.
Kawada Research Station(Hardpoint-Kappa-Wisna-12): While the consortium is performing a number of research projects, most of these are too complex or too dangerous to be done on Kawada.
However, we have made a number of advances in various ship technology and robotics that could potentially benefit the GC. If you would allow us to place a science detail aboard, we would provide you and the Dragons access to some of our newly developed toys...
Battleship Matsuda(BBHC-11): As the Matsuda is under Kiretsu juristiction, it has been the only GC base unaffected by the lockdown. However, we are fully willing and able to help maintain it, repair and upgrade it's systems, provide supply, and lend our fleet to it in battle.

We will pull together our own resources to construct a Consortium Nexus on planet Niiza over the next few months, thus giving us a staging area outside GC juristiction. The rest of our fighter wings will base off of our liners and auxiulary carriers, and we can maintain them that way.
Airwatch's standing policies of unconditional support and tactical assistance to the GC and Kiretsu will remain unchanged. We are in your debt for bringing us this far. And it will benefit you and us in the long run to ensure that Kusari, the Exogen, and any other aggressors are put down expediantly. Given that the Consortium can also trancend normal GC borders and operational zones, we will offer that service to you as supply delivery and military support go.
Please consider our offer. We have mutual threats, similar goals, and the Consortium would never allow the Sisterhood to come to harm, even if it means sacrificing any and all of our military forces to that end. That has not changed. But we need this docking rights mess cleared up immedietly to continue standard operations.
