While money sinks should be a thing, I think the prices are a bit too high especially for the lower level pobs. Apart from being a benefit for the pob owner's fun/immersion, having a variety of looks for pobs increases aesthetics and immersion for everyone else who sees the pobs too, and therefore owners should be encouraged and not "punished" with a too high price.
I would also like to see more "camouflage" type pobs for lower levels (for example with the Buffalo badlands model), which dont show up until you are close enough for asteroids to render at that distance, and which blend perfectly into the shape/texture of surrounding asteroids (maybe even a "space junk" model that looks like its made out of trash?). That would obviously also require asteroid fields to be remade a bit (they should generally be remade to have fewer small asteroids (or even better: none), fewer/less dens asteroids, and some large asteroids that would realistically stop and not just bounce off a cap ship). Vanilla asteroid fields were not at all balanced for player flown caps, and should be reworked (deleting the small ones and upscaling some larger ones shouldnt be that much work). Even snub fights inside asteroid fields would be made considerably more fun with thus reworked fields.
Also, it wouldnt be harmful, but rather a positive thing, to make some models available for several core types. Fir example the small asteroid model could be made available for core 1 to core 3, as could some other models.
A perfect solution would also be to have a flhook base command that lets people buy the model directly instead of having to ask GMs, even if the purchased model will only be updated after server restart (the flhook command would inform the owner of that directly).
Finally, the jump hole leading to the POB models in Connecticut should be called "POB Models Display" not "New POB Models" because in a few months it wont be "new" anymore. You should also put the default pob models on display there.
p.s: Also someone should ask the interactive navmap programmer guy if its possible to have certain pobs visible in the interactive navmap, if the owner wants it and pays for it.
p.p.s: Maybe even let owners purchase a dummy solar that lets their pob show up in the ingame navmap. Mod updates seem to be fairly frequent anways so...
I like the models and am looking forward to implementing one of them myself soon.
I agree with Karlotta that they add a great element of variety and RP opportunity to the server, I also agree that maybe 1.2billion for a core 2 model might be a bit on the expensive side, if GM's could also also include a base rename and move within the system the base was built in (if the owner wants it, and its likely that I would want to slightly change my POBs position if I changed it to a asteroid for example) it would make more sense at that price. Then again a billion for move is kinda high on its own, but GMs seem to be nice to poor pob owners as long as your not too salty.

I would agree on the "move and rename" of the bases
The pros:
The Team could clean up to make stuff look properly and not the usual mess bad positioning stuff.
Id just add a suggestion, do not "tie" the core level to the model, but more about the PoB its going to replace,
Price of ANY model means XXX sci-data/credits according to the base core AND current RP along with non repetition of models seems basic rules no?
The cons:
Who gona do all this work? = much love to the Team for this new thing

Regarding the price... well, new model, rename and relocation... seems very reasonable price to be honest.
If you do not have the money, RP with someone who does and lease them the base under your responsibility... RP bro
