Well for one thing, you don't have to buy your ore off of a PoB, along with that nothing stops pirates from pirating you multiple times over a single run, unlucky as it might be.

I'm kind of wondering why you're paying 3500 c/u for ore. That's an insane price.
Aside from that, that piracy demand is harsh but reasonable. You could try to negotiate the price, and you should also consider that many pirates will charge a lot more from unarmored ships due to the incredible ease with which they can be killed.
Some traders think that they are saving money by not using an armor upgrade that takes 0.4% of their cargo space, but that is just comically wrong.
This depends on your mindset.
Either pay him and be done with it.
RP for a lower price.
Give him some of your cargo (this kinda only works if their in a transport of some sort)
Enter PvP with them - Transports can be very difficult for an untrained, unprepared, and solo pirate.
Take the loss of cargo, respawn, go through a different route.
Getting pirated is okay, getting pirated multiple times is okay, too, it's likely just a bit of bad luck. Invest into a well-armed transport, or a sneaky medium transport with a CM, or fly with comrades, and pirates may find you a much harder target.
That being said, if you are being pirated by a single player or group multiple times on a single run, or being specifically targeted by them, it might constitute a rule violation.
