They can demand cargo, I assume that means full cargo, as in a demand to empty your hold no matter how full you are may be legit, as they are like terrorists or guerrillas with a cause. I suppose thats not so bad if you're in an ore field still, they could take your whole cargo knowing you'll only need to wait to fill again after they're gone.
But I see that like the terrorist ID or any ID that can simply destroy a ship as a combat target...they may not be able to demand it but I don't think it stops the trader from offering 20 mil to save +50 mil in ore. Or to offer them a lump some to leave you be for a while. The rest is up to them. Which is more unreasonable? Losing the full cargo, or a portion of the profits.

I did demand 20 million to begin with but it was immediately taken ooRP into PMs, there was little effort to try and haggle me down and even when I did drop the price to 15 million it still wasn’t low enough.
5 million is considered a reasonable demand for an empty 5ker, I fail to see how 15 would be unreasonable for an ore trader.
I did get some rather good RP from passers by after blasting you however, and I was even paid by one of them for the cargo that was dropped, so that’s a bonus.

TBH I'd nerf how much people can ask, cap it at 10 million for full ore 5Ker and to push pirates into cd transports and cargo and RP piracy instead.
They are slower and more vulnerable and give a fight to people + force cooperation vs beefier targets.
Pirating on an EKing cruiser just takes out all the fun out of battletransports even

Because your opinion is obvioisly so unbias. You already gave advice promoting meta gaming so let's just stop there. Or better yet why dont you donate some of those billions and thousunds of sci data for everyone then ask for a cap on demand?
reasonable is a completely irrelevant terminology and ruling, other than (you can't demand 100 - > 1bil) which is obviously ridiculous as a number, traders will do their best to avoid being pirated regardless of ruling, it's only natural. Sometimes when they get caught they afk, or start saying shit like "end my life, i don't wish to be cash money anymore"
even in cases where pirates roleplay with them, they're still most uninterested, (depends the person but the generalized majority aren't) they still remain fairly silent and refuse to engage in any kind of discourse. If you get caught by anyone, a terrorist, a pirate, or some whacky freelance bounty hunter, and don't want to roleplay, on a roleplay server, tough sh*t, you don't need rules protecting you when you don't participate in the purpose of the server.
Pirates that just demand 10milordai are pretty cringe, but a few I've seen (I don't cross with other pirates much) usually do it because help is probably on the way and they don't want to get royally f*cked before the payday.

Thats not a bad idea. Anyone could still bomber pirate or cruiser pirate for credits up to 10 mil, and if you want the chance on the big payoffs, choose a transport and have no choice but to pirate for cargo. In that case the most likely ship used would be the pirate transport or gallic AT and they're around 3k cargo so at most they'd be demanding half of a 5k ship's cargo.
As to cruisers, at the same time there are few factions that can pirate in cruisers and their ZOI's are usually limited. It can also be enticement to join such a faction.
The other problem that still persists is aversion (effecting the value of your time trying to pirate). It would be nice if some ID's made it so you can't see what system a ship is in on the chat list. Pirate ID's come to mind, ID's that smuggle like the Junkers (yes I'm bias). I'd rather see cops get longer range scanners and simply try remember what ship is what from their last encounter. If you catch a smuggler named 'smuggler' trying to hit manhattan, you may not be able to follow him on the system chat to get him, but seeing them online again might give an idea of what they're up to. I'd support a lawful only scanner that gives like 40-50k range so police chars could monitor jumpholes and dock points from further out.
To be honest we could probably stand to try ditching seeing what system a ship is in and replace it with region like they did on the forum for a while. Instead of showing your system, it could just say "Taus" or "Liberty", "Border worlds", "Omicrons" etc. People would have something to help them find people but also not be able to wait and hide, traders would not be able to wait out pirates as often and be forced to take their chances just keeping moving.
I only ever pirate on house pirate IDs. I haven't had a trader complaint in an extremely long time, and I am a quintessential pirate king when it comes to organising mass piracy situations.
The general rule is; roleplay well, treat traders as a potential PVP asset when they run, and give them a fight proportionate to the travel distance they'll have to cross. If they're very close to a base, fire every available weapon system. If they're a bit further away, give them more of a chance.
Always be a satisfactory encounter.
Treat traders who are prepared to RP respectfully. Sometimes the best piracy encounters aren't for credits, but to fulfil an InRp objective. - for example requesting that a neutral-IFF'd trader ships commodities to a sellpoint with the same IFF, instead.
