I assume we can fight if
1) The Smuggler attacks first in a Nebula
2) Continue a fight that started outside of it (especially where the smuggler shot first)?
I would hope you'd make an exception for this rule for Lawful CD Transports, to encourage transport on transport violence.

Somewhat experimental, but bounty payouts against participating smugglers for BHG IDs throughout the route, BPA IDs within Leeds and New London, and LPI IDs within California and New York have been added for Phase One. If there are growing pains with this new aspect of the tools available to us, I take full responsibility.

These two are related in that my hope was to have an event that is more closely tied to lore than others we run. OCs/smugglers run to Liberty, Rogues make the final dash. Independent pirates can still get involved with the activity by pirating, but they wouldn't necessarily be doing the running themselves. FL IDs may even be a stretch for it.
For nebulas, fields, etc., lawfuls avoid them as they're dangerous. Once a smuggler makes it in, they've found their safe zone. Bounty Hunters have intimate knowledge of things in those areas, though, and they keep their mouths shut on that information to maintain an advantage in the market and find their prey when hidden.
"This is the end of the road for Cardamine shipments, at least as far as we're concerned. Rogue smugglers take over for the last leg to the Junker base of Rochester. We prefer the safety and protection offered by the Badlands."
It may not work out, but I thought it was worth a try.
