Just let people RP their engines. I will certainly keep doing so. I have a piracy line on my ID that lets me demand credits. There is no rule telling me in what situations to use that.
You can RP about the engines you mount all you like, but can't enforce RP consequences against anyone else because of theirs.
We had a situation where nomads demanded a cargo drop. Their ID doesn't have the lines in. But it does have a kill line. Admin consensus was that Nomads demanding cargo is not sanctionable as the alternative is a worse thing - death.
So if someone has a kill line - they absolutely can kill you and quote engines they can kill you anyways with generic lines and no reason.
If they have a pirate line - they absolutely can fine you and quote engines, they can pirate you anyways with generic lines and no reason.
What people can't do anymore is use FR4 or laws to punish you because of engines if they aren't using other lines.
EDIT: this is my assumption, admins can clarify, but the Nomad kinda similar precedent makes me assume this is the case.

As for the engines themselves, great job at making the already almost nonexistent immersion regarding ships even worse.

As previously mentioned by others, they can be actually used as a reward item inRP. As for the current state of things, one can literally make an Order ship with Core engines and Auxo thrusters, and nobody can say anything about it. I understand the "he he me have cool enginez))))" bit, but why not limit them too into tech cells, like done with guns? That way you can't make some ridiculous combinations and you'd have to do a little bit more roleplay for fancy stuff.

Yeah... Well on this I am agree to not make ridiculouse combinations. I mean why a Gallic ship would possess a Rheinland engine eh? XD
Again, I very much doubt admins would sanction you for doing positive RP and purchasing engines in roleplay. They do have common sense - trust me, I have done some gotcha reports in the past I am not proud of, all shot down :]

Because cosmetic assets in this mod are as rare as food in the soviet union right now, so it's not exactly fair to say people can't mix and match things for their personal pleasure and entertainment.
If you want to roleplay how you bought some engine nobody's stopping you, that's not what this announcement is about. It's just about how they are treated in terms of applying rules. Bottom line is that swappable engines were set as cosmetic and before they can be made as inRP equipment (as say weapons are) there needs to have enough variety of available choices. For example let's say you're flying faction A ship and there's default engine that comes with the ship (first-party), but there would be like 8-9 engines on the market that aren't specific or exclusive to another faction (third-party). Something like manufacturers from Borderlands, where each has distinctive visual aesthetic and not just be recolors of existing ones. At least that's how I'd like to see it. May be we will and if anyone wants to help they're free to give a try at making engine effects.

Thank you - like I said, common sense, I am glad people can't just murder you for flying a hostile faction equipment because you wanted a red thruster. But can still have fun and RP with them if they choose to.
Speaking of thrusters - shouldn't we start with having them made openly accessible? On FL bases or in conn even? This should be the easiest to make 8-9 generic or BW etc. variations - maybe I am dumb for asking, but aren't they mostly just colour changes, easy to make?
