Minding my own business, mining some ore and this fella who is neutral to me not even an enemy, asks to fill him up or else you know the "drill".
I fill him up and he leaves, comes back in 5-8 minutes and takes my ore that I jettisoned again and leaves...
Isn't there a cool down period of some sort or he can just pirate me every 5 minutes and rob my ore?

Filling a cargo is not pirate you. Plus if you let the cargo in space, it is not pirating you either. If you received money all is good else, don’t do it in the future until they pay.
And it doesn’t break any rules as far as I am aware.
Demanding you fill his cargo would be valid piracy. There could maybe be a rule to enforce a limit of one transport per encounter (meaning 4,300 cargo maximum), otherwise you could find yourself spending all day filling the entire Molly armada with gold. Not that they have one, but that's beside the point. If you return to the scene of the pirate, or vice-versa, then you can be pirated again. What matters most is that the opponent has a valid ID with which he can pirate you with - always check to see if it's an unaffiliated pirate.
Now, if there is a situation where a sizeable group of players are continuously returning to demand a fill, then it would severely impact upon your ability to enjoy the game. This would fall directly under rule 0.0 pertaining to bringing the server into disrepute.
Normally you have the choice to ply your trade elsewhere or to take an alternative route, but it is expected of pirates to allow you to immediately pass by again to find a place of safety or return to your work, with or without cargo. If it is impossible to get past the pirate then he really has no choice but to let you pass without further demands, otherwise he's preventing you from playing the game.
Do consider that moving cargo to an enemy base or territory (or indeed hauling contraband) can be challenged, no matter how many times you try. The same can be said about mining in areas where there is an effective resource war, especially if you have an opposing ID.
As for floating loot, in general it's fair game. So far as ore is concerned, nobody owns it until it's in their cargo bay. You jettison your cargo for a friend to pick up and somebody else scoops it, hard luck. In Connecticut that's certainly a no-go. If it's extremely valuable you could push a case that you've effectively been attacked without warning, but there is no explicit rule covering it. Generally-speaking you shouldn't drop anything you wouldn't want to lose which could be stolen or even destroyed by a passer-by.
I think this could fall under "one demand per encounter. If you don't leave the system you're mining in then it should be considered the same "encounter".
But if you leave the system or log off and then return then it should be fine.

No, that's not the case. If you have a pirate camping a gate in a system with multiple exits then it's a new encounter every time you pass him. If he's chasing you around then that's another matter entirely. If there is only one exit then you have the choice to leave without cargo, and he therefore shouldn't make a further demand.
In my case I was sitting at the same spot mining ore and he uncloaked at my position, I filled him up so he wouldn't blow me up which would mean I wouldnt be able to come back to the spot for one hour.
Then after 5 minutes he came back and scooped up my ore which I had jettisoned and tried to run away with it. Which would be stealing, which is in my opinion is pirating. I have never left the system, I was in the same place mining, I didnt run into him he just came back at me again.
So should I try to clarify with an admin about these rules, because the pirate didnt agree that I should spend my time mining ore for him 24/7 basically, if he can come every 5 minutes

And what about faction reputation towards each other? I'm in a Kruger vessel and he was in a Unioner factioned ship, we are neutral towards each other. Can he still pirate me even though Kruger and Unioners dont see each other as enemies?

Being red, green or white means nothing. A pirate is a pirate. It is like in real life. A pirate won’t care if you are a princess or just a poor guy. He will still pirate you. But what you mean is what are the reputation toward each other? Right? Well exemple: Hessians won’t pirate IMG because inRP reasons.
I am not the best to explain but basically it is all about RP
Mining and leaving ores in space, is like throwing money in the streets and expect that no one will take it
The fix for that, is to mine for the transports when they are near you, and let them pay in advance
Don't mine and jettison ores in space around ya , Pirates will love the free money indeed.

If he pick your ore in space near you, that you mine, thats steeling, you have reason to attack him, if you are stronger.
If you are weaker , tell him plain and simple, if he wants more ore, he have to pay for mining, if he will not, then you will leave, or you call backup to defend you if he keeps showing later.
He can steall from you once unpunished,dont alowe him to do it more, just change ship or mining field if he stalks you.
