§2.3. DISTURBING THE PEACE, INTEGRITY, OR STABILITY OF THE GALLIC UNION AND ITS LAW ENFORCEMENT IN ANY WAY
In order to maintain stability and security in Gallic territories, any disruption to the peace, integrity, or stability, as well as hindrance to Law Enforcement bodies (Gallic Navy, GNI, and Unione Corse in Provence): is strictly prohibited. The Gallic Union retains the authority to issue Executive Orders for the swift implementation of necessary measures, ensuring prompt responses to emerging situations. Details of these orders will be communicated through a designated channel for the general public to read, prioritizing national security.
§2.4. HINDERANCE OF LAW ENFORCEMENT
Failure to stop and comply with inspections, instructions and checks requested by Law Enforcement, or interfering with ongoing investigations.
Exemption: Gallic Law Enforcement, Corporations (Defined as GMS, IDF Shipping and EFL).
Gallic Law Enforcement present in-field may grant one-off permissions and/or escorts.
§2.6. POLITICAL OFFENSES
Engaging in activities that endorse or recognize any regime within Gallia apart from the Gallic Union is prohibited. This encompasses adopting titles like Viscount or Duke. Failing to declare loyalty to the Gallic Union if reasonable cause of doubt is given during questioning.
§2.7. FOREIGN MILITARY PRESENCE
Foreign military, police and intelligence vessels are barred from Gallic Union territories. Current exceptions listed in: Permits & Licenses Registry .

§4. MODULAR BASES
§4.1. MODULAR BASE REGISTRATION
All Modular bases must apply for and be approved into the Modular Base Registry prior to construction. Conditions for granting a licence will be individually assessed and must be adhered to. Unlicenced bases may be fined by up to 5,000,000 Francs and either be granted a licence after the fine and fee are paid, or face deconstruction.
§4.2. LICENCE FEES

§4.3. MODULAR BASE OFFENCES

Denying access to Gallic capital vessels and official Law Enforcement (Official GNI, Navy tags, GNS-).
Disturbing the peace, integrity, or stability of the Gallic Union
§4.4. PENALTIES FOR OFFENCES
Confirmed offences may be penalised by up to 1,000,000 Francs by Law Enforcement per confirmed instance, and/or other penalties fitting the magnitude of the offence. Repeated confirmed offences may be reported to the Modular Base Registry and could lead to more considerable fines or other penalties or even the revoking of a licence and a need to re-apply.
§4.5. STATUS CHECK
Law Enforcement shall monitor the status of bases in significant stages of decay (Below 80% of structural integrity). Registered bases will be offered assistance, those deemed abandoned or remaining in heavy stages of decay after multiple checks (2+ checks with at least 7 days between each one) will be reported to the Modular Base Registry and may be revoked their licence.
All applications must be submitted as a separate communication in Permits & Licenses. Each licence request will be open to Gallic Law Enforcement, Corporations and Unione Corse for recommendations, concerns, input and approval where one is required.
The applications can be sent by a faction leader, their representative or a particular member or independent individual interested in a cargo permit, technological license or other access. The license request process may be initiated by Gallic factions on behalf of others.
The use of Gallic Navy technology requires the approval of at least one Gallic Navy Official Faction High Command in the licence request communication.
Applications for section IIIc: Approved military presence for entire factions requires the agreement of Official Gallic Law Enforcement Authorities' High Commands. Licenses for individuals do not.
All licenses by the registry are valid for up to one (1) year, counted from the date of approval, and their validity needs to be confirmed and extended after that date. The burden of confirming the license lies with the licensee. Gallic Law Enforcement and Corporations or Unione Corse may at any time raise concerns in the license communication thread which could lead to amending of a licence.
All licenses and permissions can be amended, revoked or made indefinite by being included in the main body of the Law at any time as a result of decisions of the Office of the Maréchal de Gaule (Story and canon changes and developments)

Legacy licence holders that have paid less than 10,000,000 credits previously receive a grace period until the end of December 733, after which they are subject to licencing fees. The amount already paid may be used as credit towards new licences at that date, and fees may be lowered to account for the length of service to Gallia.
Official GNI, Gallic Navy factions shall have the right for one of their bases to be exempt from licencing fees at a time.
Provence licencing is under the joint jurisdiction of Official Unione Corse factions' High Command who may seek additional permits and licences from bases located in the system.

It has been decided that all treaties in the Gallic Union must be reviewed, amended and by the office of the Grand Maréchal. The final wide-spanning treaty between Rheinlanbd and Gallia will require the signatures and approval of the heads of state of Gallia and Rheinland's Executive branches and the Kaiser.
We have the power to process and request provisional agreements. The landscape has indeed changed, but we suspect the Maquisard terrorists and other smugglers are seeping through to Cologne the same way as yours get to Zurich.
For that, I would propose the amended reciprocal agreement to be:
The Rheinwehr and the Gallic Navy acknowledge their interest in patrolling together in Zürich.
The Gallic National Intelligence and Security Bureau ([GN]SB-)and Rheinland's military and intelligence acknowledge their interest in pursuing and sharing information on smugglers and terrorists in Zürich and Cologne.
The Rheinwehr shall not station more than a total of 1 (one) Bismarck-class Battleship and its Fleet within the Zürich system permanently unless approved by a member of the Gallic Admiralty.
The Gallic National Intelligence and Security Bureau shall not station more than a total of 1 (one) Triumph class cruiser and it's intercepting forces within the Cologne system permanently unless approved by a member of the Rheinland Military Admiralty.
The Gallic Navy Combined Fleet and the Rheinland Military agree to share information on all hostile organizations operating within Zürich and Cologne over a shared communication channel.
The Rheinland Military Handelsmarine (Merchant Navy) will receive permission to enter the Union's systems with a total of up to two Gunboats as escorts.
