You know, I was willing to be patient with you. I was even civil. Pleasant, if I dare say so. Subtle, to no apparent effect. But you and your distaste for the Outcasts has escalated into creating a diplomatic incident. Which is why I'm contacting you, in case that too had escaped you. Now, I would much rather have you on-side. Having affiliates capable of surviving in space for long enough to have actually landed a few times is of great use. But I cannot have you inciting the wrath of the Legion.
Thankfully, that opportunity should not present itself too often. Thankfully again, it seems the Legion have seen fit to ignore you given your apparent failure to consummate your aggression, albeit in defence of... well, as some might say, one who is ostensibly an ally. Even Databyte had previously told you of the appropriate course of action, and seemingly it did not sink in. It is curious, how you have repeatedly found yourself at the centre of what is uncommon conflict. Looking to the future, you are being offered a choice. You will refrain from engaging Outcasts, unless first fired upon or otherwise as allowed in principle by the tenets of the Orange Treaty, notably section 4.5, bearing in mind 5.2. You will also not publicly or in any method capable of being evidenced offer, fulfil, or pay out bounties against Outcasts, though wagers on fights are not disallowed.
Now, given the restraint and paroxysm of vehement opinion you last demonstrated with me, I don't imagine you'll find that particularly appealing. So herein lays the alternative. You will be exiled and disavowed, bountied and hunted for sport, captured and interrogated, in an attempt to remove you from an existence where you may bring us any further difficulties. I do not expect you to enjoy being told this, but perhaps take a few breaths before you opt to throw your life away. You know, enjoy them. Personally, I encourage you to stick around. Be useful. I even have a potential place for you in a personal project of mine. I will patiently await your acceptance of these terms.

You are several weeks, if not months late to this topic as always, knowing the Inner Circle's reaction time. Better late than never, aye? So now you're here, spewing bullsh*t acting all big, because you fear the Outcasts will throw another tantrum.
No, I haven't shot Outcasts since the incident. That was an isolated and fairly stupid case of them going back on their word. I was present to oversee the infighting, not participate. There was only one Outcast supposed to "take up the mantle" and fight the Rogue gang leader. If I'm not wrong, Ezio Aquila had mentioned he won't intervene. Minutes later I come to witness how three of the Legion's fighters pile on a very important identity of the Liberty Rogues. One who was more than capable to put a dent on the Liberty authorities and maintain the steady flow of Cardamine trade within Liberty - as much as I dislike the second part, there is nothing I can do about it. For what? One of the Legion's Gunboat Captains causing nothing but harm since he stepped foot into Liberty's borders.
Have it your way. I won't shoot the Outcasts as I haven't shot them since the incident. Don't expect me to give them my undivided attention to matters such as helping them in combat, either. That's the Inner Circle's thing to do, not mine.
Lastly The Orange Treaty is a facade, where all disputes might as well be solved with:
6.1. The burden of enforcement of the treaty lies primarily on the aggrieved members of the alliance. Use of any means necessary including lethal force is allowed.
