The Ministry of Defence of the Bretonian Empire wishes to extend an invitation to the Rheinland Military to participate in joint military exercises in the Omegas region. We stand with House Rheinland in the face of Corsair and Hessian aggression and hope to continue strong and decisive partnership in the border worlds between our great states. Our desire to hold mutual training operations also comes in light of further moves by the Republic of Liberty that threaten the peace in the Hudson system, therefore we trust that any additional preparations to deter potential challenges faced by House Rheinland will be welcomed.

Bretonia's invitation is welcomed.
Neither Corsair nor Hessian ambition is to be allowed to grow, let alone come to more fruition. No matter the location, standing against all that threaten the House is required at any given moment. The Rheinwehr therefore accepts your offer for combined training exercises within the Omegas in order to keep both fleets ready and prepared.
The assumption is, in itself, correct. We do, however, have to inquire further in terms of what threats the Ministry of Defence alludes to in regards of the Hudson system.

We are highly satisfied with the response provided and hope that the joint efforts of the Kingdom of Bretonia and the Empire of Rheinland will further bring closer the two Great Houses in trying times. Details directly related to the organization of the military exercises will follow in the days to come.
The concern of the Ministry of Defence regarding the safety of the Hudson system comes in light of recent deployments by the Liberty Navy of heavy battleship-class warships without prior notice, and we condemn such moves that do not benefit the peace and stability of the Sirius Sector, most especially following the brutal campaign in the Vespucci system.
The Kingdom of Bretonia remains a firm advocate of mediating any disputes and solutionizing any disputes with utmost of diplomatic tact. We hope that any potential clashes of interest between the Empire of Rheinland and the Republic of Liberty will be brought before the attention of the Sirius Sector so that the Kingdom of Bretonia, as well as the Empire of Kusari, may best assist in finding a peaceful resolution in case of conflict.

the Rheinwehr does not accept.
We do not accept the time period proposed to us nor the presented actions of the Kingdom of Bretonia. In light of recent events, namely the latest decree of the Crown, we categorically refuse to participate in any joint exercises for the time being. You express your explicit discontent with steps that threaten stability and peace of the Sirius Sector, yet in the wake of the same breath you step forth and paint yourself as what you just condemned. Integrity is a valued commodity which obviously seems in exceedingly short supply these days. I entrust the Crown is able to rectify this misunderstanding at their earliest convenience and didn't mean any of it.
Since you are so eager to spread and further the message of all steps that benefit peace and stability, it will be most prudent to rescind any and all claims laid to the Omega-7 system immediately. I need not spell out that an approach like this couldn't be further away from your hope to improve relations and bring closer together both Houses. Omega-7 remains a direct border of Rheinland and not a governed territory of the Crown or their subjects in any way, shape or form. As we happen to be on the matter of spelling out - the Rheinwehr reiterates a prior statement for absolute clarity.
No matter the location, standing against all that threaten the House is required at any given moment.
I trust we understand each other, as this statement does not entail exceptions of any kind. Be that Liberty in Hudson and Bering, which i assure you is being taken care of, or Omega-7 and attempts to encroach upon it.
It would be a shame to see the Kingdom of Bretonia declared a liar by their own actions on a Sirius-wide scale. I'd hate to see it, as my image of the Crown is so firmly solidified at the moment. You may show me now that diplomatic tact you alluded to earlier and pride yourself on.

It is of utmost importance and relevance to the Kingdom of Bretonia to maintain amiable relations with neighboring Houses, and our top diplomats are constantly working to ensure that the interests of Rheinland are respected in their entirety. However, it is most unfortunate that we receive a note of protest regarding the current situation after the decision of the Rheinland Government to not implement a signed agreement months prior.
The Empire of Rheinland and the Kingdom of Bretonia acknowledge their interests each on THREE Systems in the Omega Region. The distribution may be discussed later. One initial system each will be listed below.
Hereby, this treaty recognizes the system of Omega-7 as sovereign Rheinland territory. The Kingdom of Bretonia shall not station more than a total of 1 (one) Crecy-class Destroyer and its escorts within the system unless approved by a member of the Rheinland Military Admiralty.
Hereby, this treaty recognizes the system of Omega-3 as sovereign Bretonian territory. The Empire of Rheinland shall not station more than a total of 1 (one) Donau-class Cruiser and its escorts within the system unless approved by a member of the Bretonian Armed Forces Admiralty.
Hereby, this treaty recognizes the system of Omega-48 as neutral territory. The Kingdom of Bretonia and the Empire of Rheinland solemnly engage not to claim the system in their name.
The Bretonian Armed Forces and the Rheinland Military agree to share information on all hostile organizations operating within the Omegas over a shared communication channel.
The Empire of Rheinland agrees to impose a complete and immediate travel & entry ban on vessels bearing Auxo IFF & identification.
Royal Articles
The Kingdom of Bretonia and the Empire of Rheinland agree on a marriage between the two Royal families or their upper class nobility. The marriage will be arranged as soon as possible after this treaty is signed.
Harold Sommverille will be the permanent Bretonian Ambassador to the House of Rheinland.
Karl-Heinz Von Thielau will be the permanent Rheinland Ambassador to the House of Bretonia.
Economic Articles
The Rheinland Military Handelsmarine (Merchant Navy) agrees to support the Kingdom of Bretonia with supplies and materials from Rheinland. In return, it will receive permission to enter the Kingdom's systems.
Kruger Minerals agrees to support the Kingdom of Bretonia with supplies and materials from Rheinland. In return, the Kingdom of Bretonia will lower export tax on goods bound for Rheinland by 20%.
Secret Articles
The Armed Forces of Bretonia and the Government of the Kingdom of Bretonia, with Her Majesty's grace, pledge their support for the Imperial Family of Rheinland and solemnly engage by the present treaty to support the Imperial Family and allied elements against all Federalist forces or activists. The removal of Federal entities may happen through joint secret operations, not visible to the public.
In return for point 1 of the Secret Articles section, the Empire of Rheinland solemnly engages by the present treaty to increase export tax on goods bound for the Republic of Liberty, recognize the Republic of Liberty as a threat to Rheinland's sovereignty and territorial integrity and hereby acknowledges the Kingdom of Bretonia as an allied nation.
The Kingdom of Bretonia and the Empire of Rheinland agree to not force an open war with the house of Liberty.
The Kingdom of Bretonia and the Empire of Rheinland agree to formalize a mutual defence pact until JULY 830 AS.

I ask that you read the above treaty in its entirety. Afterwards, consult with your Grand Admiral regarding the Military's position in this conflict. We hope that you will understand our position.
The Ministry of Defence will eagerly retract the claims upon the Omega-7 system as soon as the Rheinland Military and the Rheinland Government issue a guarantee that the Omegas Security Agreement will be respected in an absolute manner. We wish not to anger our neighbors, yet we cannot stand-by idly as they work against common interests and the betterment of Sirius.
