The owner of the base, presumably the LPI, haven't sent a message regarding it or anything else for that matter in eight months. Bull****. Try handing back operational management to the LPI. Your inference that DSE|= abandoned Albany is trite. It does support my argument that a farting large proportion of the stable long-term players, who play a more passive game (trading, mining) over PvP are p***ed off and leaving. They are the ones who play the longer hours each month and shore up player numbers. These players more than likely own the vast majority of Barges because they spend the most time earning their hard-earned credits. and now I find they are penalised exponentially for being successful when fined.

I'm not saying you're entirely responsible for "abandoning" the base. I don't blame you for not wanting to supply a base that you get nothing out of doing so for. But don't act like the LPI haven't abandoned it.
I have no idea what LPI is doing. But I am picking up the very strong signals with the poll and huge percentage of decaying POBs, and seeing very dedicated players leaving. Lots of P*** off players no question. I have asked repeatedly for the Devs to come clean about their intentions with the Barge but utter silence. Why? Part of the Anti POB and Pro PvP dominance in the decision-making?
