The "Officer Exchange Program" (see Section III)

To further the experience of our law enforcement officers, some may be eligible to be transferred for a period of time to be determined by the two police agencies. The program is as follows:
Officers to be exchanged shall follow the procedure of the new organization, regardless what the officer may be used to
Officers shall leave their standard-issue equipment, uniforms, and badges and must be provided with standard-issue equipment for the duration of their stay
Officers shall be inserted at the lowest rank of the new organization, despite their previous rank in their real agency
Officers shall in no way put any identification of their normal agency in their name
Officers shall not in any way hinder the operation of the organization in an attempt to help their House in any war, conflict, or otherwise. Spying shall result in immediate expulsion from any and all police and/or security agencies in Sirius.
To apply for the Officer Exchange Program, an officer of the law must fill out the following form and give it to their superior officer:

Interpol does not recognize the necessity of sharing technology between police agencies as admissible. The sharing of technology between agencies is not condoned by Interpol, nor is it condemned.
[color=#CCCCFF]Section V Zones of Influence
Interpol does not recognize the authority of police agencies outside of their parent House. Independent worlds (Bering, Hudson, Magellan, Cortez, Kepler, and Galileo) are viewed as outside the authority of Interpol and the undersigned police agencies. Police agencies are not permitted to go to other Houses to enforce the law, nor are they permitted to leave the borders of their House without proper authorization.

Interpol acknowledges that there are wars, conflicts, and disputes between various Houses. However, the sole purpose of Interpol is the apprehension of dangerous criminals. As such, political neutrality is required (as shown in the mission statement). Origin, race, creed, sex, and/or any other factor will not be considered in regards to Section III. The undersigned police agencies solemnly swear that they shall not engage eachother upon the field of battle. They also swear that they shall not engage in any military altercation save in the defense of their House and/or any civilians endangered by a military invasion.
[color=#CCCCFF]Section VII Prisoner Transfers & Extradition
Criminals wanted for crimes in any one House are to be apprehended in any and all Houses and transferred for extradition to the original House in which the crimes were perpetrated. Transfer is to be done by transport and convoy, police convoys meeting halfway between the two Houses. Obviously in the case of law and order, adequate prison facilities are to be upkept for the incarceration of the detritus of society, but Interpol itself shall not own any prisons. It is up to each member police agency to provide prison facilities for their criminal population.
In the case of criminals fleeing a House and seeking asylum elsewhere, this is only admissible if the criminal can prove that he/she is being unjustly prosecuted for political reasons.

Interpol acknowledges the need for the use of subcontractors (IE the Bounty Hunter Guild), and as such offers a mechanism for a unified bounty board which has the power to...
Put prices on the heads of specific criminals and/or terrorists
Put prices on the destruction of ships owned by organizations known to perpetually flout the law
Put prices on the heads of smugglers that refuse to drop contraband and/or pay any applicable fines
Allow Bounty Hunters to destroy criminal/terrorist ships in Independent Worlds
The bounty board is to have information on all the undersigned police agencies, and each individual police agency is to pay out money for targets destroyed in their House. Any bounties collected in the Independent Worlds are to be paid based upon the House of origin (Xenos destroyed in Kepler are to be paid by the LPI).

I would be open to holding negotiations on the Shetland provided special security arrangements were put in place. Indeed, it would be a poor showing on behalf of the Bretonian people if such a high and worthy cause such as this were to be rudely interrupted, in spite of all the eyes watching.
I would extend an invitation and similar promises of security were this meeting to be held on the Hawaii. However, I do recommend that Planet Curacao still be our primary choice. If all other parties agree to the Shetland however, I will go along with that choice.
