Hail and hello, citizens of Bretonia.
You may well be aware of of a little prediciment that has befallen our organisation as of late. While this of cource is a problem for us it also has ramifications for Bretonia. The Junkers do alot of trade in and out of Bretonia, helping keep your economy afloat during the difficult war-time period. Unfortunatly the profitablity of such trade routes is coming into question with our transports being attacked by overly eager Bounty Hunters and Freelancers. The attacks on our tradeships also means we are required to employ our pilots as escorts, which brings me on to my next point.
With more of our craft and crew being pressed into escort roles, our salvage operations are suffering. With the increaced production of Southampton Shipyard our salvage teams have had to work overtime in order to keep both the debris from its contruction work and the wreckage of battles around Leeds in check. I'm sure as the sole consumers of our work here and the re-proccesed metals you can understand how this can have certain ramifications.
With our combat capable pilots now flying with our transports and large salvage ships, they are away from thier usual bases of operation and patrol routes. In Trafalgar alone I am down 4 ships comprising of 3 fighters and a bomber that would have normaly been scrambled to deal with Hogosha smugglers and Kusari aggressors. Instead they are fighting with Bounty Collectors in the Borderworlds, far away from being able to help fight off vile Kusari influences.
As a Bretonian born man myself, it saddens me to see our efforts diminished in my home. But it sickens me to the core when the very Hunters that are attacking us are funded by Kusari blood money. The noodle munching farmers of Kusari are paying out to Pilots who harm your war efforts, our war efforts. As the Junkers are also at war with the arrogant and self-important Kusari puppeteers.
It is to this end that I ask that Bounty Hunters, Feeelancers and Mercenarys collecting bountys against loyal supporters of Bretonia be outlawed. With these measures in place the Junkers can return to the important work of suppying your industry and doing our best to strike against Kusari targets.
I eagerly await your reply.

Mr McMillan
I quite sympathise with your situation. I am Bretonian myself, and will be sending out a formal transmission to all BHG members that the bounty placed against the Congress, by the Kusari, may not be collected on by any member of the BHG within Bretonian space.
Should any of our members try to collect on this bounty within the Bretonian systems, please notify me immediately so I can take action against them.
Sadly, I have no control over the mercenaries and freelancers within Bretonia, but should any BHG be about, you can call on them for protection. For a small fee of course.
I should also make you aware that I have no power to influence hunters outside of Bretonian space. While I may not agree with them collecting this specific bounty, there is nothing I can do to stop it. You would need to contact the guildmasters for the relevant areas directly.
However, you must be aware that this does not in any way provide you a safe haven for persuing illegal activities within Bretonia. Should any lawful government or corporation have reason to bounty specific members of the congress for illegal activities, or if we hunters run across any of your members attempting to smuggle illegal goods through Bretonia, they will be valid targets.

This is good news indeed and I am glad that somone reasonable responded to my reqest.
As far as conducting illegal activitys is concerned. Rest assured that you will not see any illegal actions being undertaken by Congress ships. If any member of the Congress is caught in the act be sure to let me know, as I will be having stern words with them myself.
