Never, never will we desist till we have wiped away this scandal from civilisation's name, released ourselves from the load of guilt, under which we at present labour, and extinguished every trace of this bloody traffic, of which our posterity, looking back to the history of these enlightened times, will scarce believe that it has been suffered to exist so long a disgrace and dishonour to humanity.

In light of Her Majesty's most favourable acceptance of the first slave trade petition, we now humbly propose that the powers of Her Majesty's Government and Armed Forces acede to our request.
Being
appalled by reports of the depraved lifestyles of slave owners;
horrified at the cruel treatment meted out to the enslaved;
disgusted with the lack of any apparent concerted effort to halt what we regard as one of the greatest crimes in Sirius;
and having through our own endeavours and at our own expense secured freedom for close to 10,000 of these unfortunate souls
the Movement does propose
the creation of a Preventative Squadron granted Letters of Marque, financed in whole by private subscription and commanded by individuals within Her Majesty's Armed Forces, said squadron permitted any and all armaments, ships of the line etc. as may be required from time to time, and assisting Her Majesty's Forces from time to time
for the purposes of
curtailing the slave trade
through the actions of
liberating the enslaved, blockading the ports of slavers, destruction of slave-ships or confiscation thereof in whole or in part, and any contents therein, including items monetary, said confiscated items to contribute to the maintenance of the squadron
The substantial expense will be met at no cost to Her Majesty. The squadron's task is to suppress the slave trade by patrolling the frontiers of Bretonia.
One decommissioned gunboat has at present has been identified for the purposes of establishing the squadron, the HMS Waterwitch, Captain Henry James Matson (retired) commanding. Captain Matson has an exemplary service record and is amenable to our most noble endeavours.
The Squadron shall employ former Armed Forces fleet and Marines or individuals unaffiliated of good standing with Her Majesty, Her Government, and Her Admiralty.
