ALG Waste Disposal is requesting permission to open up a subsidiary office on planet Leeds. We are finishing internal enlargements on our company headquarters, the Dortmund smelter. Due to the nearly doubled capacity and improved reprocessing facilities, we are now abled to expand our business on new areas.
We know your situation in the Leeds system very well and are planning research activities within this system, in order to lower the level of pollution you have there. We also are informed about the war between Bretonia and Kusari in this system and the resulting tricky situation. Please recognize, that all our employees and vessels will only be neutral workers, who won't ever fight on one of the sides there.
Our long term goal after the hopefully allowed opening of this office will be a permanent ALG facility in space, in order to speed up the cleaning process of the Leeds system.

To Mr. Karl-Heinz Riedel
Initially the Trade Minister sees no issue with your proposition, and is intrigued as to the results that could be brought about via ALG employment. It is a well known fact that Leeds is in desperate need of immediate ecological cleansing, due to the environmental strain placed on the natural biosphere by previous heavy industry and accelerated war industry. There would of course be restraints placed upon your company Mr. Riedel, as well as risks that you would have to understand we can do little to minimise should you operate both planetside and around the Leeds system itself.
Firstly, for planetside operations, we would request that ALG submits to military authority as required, as any other business in Bretonia would. We would also request that ALG maintains a minimum distance of twenty miles from designated red zones and ten miles from designated orange zones during their work activities. We are not at liberty to disclose the contents of these zones, but we would appreciate all and any employees keeping their distance. Failure to comply with the above may result in the employee(s) violating these orders facing prosecution under the Wartime Defence Act 438 AS.
We would also hope that you understand the risks inherent with operating a space borne enterprise in the Leeds system. During the war time, there has been a spike in illicit activity across the system by profiteers and ne'er-do-wells. You understand that if you venture away from the trade lanes and into the smog clouds (which is presumably where your business is conducted) Bretonian authorities will be powerless to aid your ships should things run awry. Similarly if you venture north of Planet Leeds itself towards Stokes Smelter, expect little to no protection from Bretonian authorities until you have passed the Battleship York on the way to LD 14.
I would also like to draw your attention to your neutrality in the conflict - while we, Bretonian, are happy to acknowledge your neutrality in the conflict (although you will of course be subject to Bretonian industrial, commercial and war tax alike all other corporate interests) we cannot ascertain what the Kusari's attitude towards you may be. They may react in a hostile manner due to the fact you are basing off Bretonian sovereign territory and providing benefits for the Bretonian people through the recycling of waste and ecological improvement, which of course they won't benefit from when we drive them out of the system.
To settle final details, I would advise that you contact the local District Council on Leeds itself where you intentd to set up your office. In depth contract agreements and other legal agreements can also be afirmed there. If you have any other queries, I would be most happy to answer them.
