We believe that you had troubles with the Sirius Coalition Revolutionary Army, which your Rheinland allies were furious with. We do not know whether you wanted this "break-up" or not, but the point is, you now have no allies in Rheinland.

As it gives enhanced skills, enhanced knowledge & longer life, it also greatly reduces our ability to reproduce , causing us to have to mix our bloodlines with slaves or trusted allies such as the GC. It also restricts you to wearing a mask that puts cardamine into your system if we were to travel away from Malta. We are however possibly on the verge of correcting this.
Hopefully you now have a better understanding of Cardamine instead of all the silly rumors floating around Sirius. So here is my offer.
With both offers I will also include that no {SOB} nor [BLS] ship will engage in any form of piracy in Reinland & will only be in your system long enough to pass threw to it's destination.

This raised my attention. I had never considered this possibility before, but the more I spun it around my mind, the more it seemed... Possible. There is no need for squabbles between the Outcasts and the Rheinland Polizei or Rheinwehr. It would be a pointless sacrifice of blood.
Our scientists have studied Cardamine. We have found the affects it has on pregnancy figures. This means that a loss of one of your pilots is a far greater loss than one of, say, the Rheinwehr's pilots in your eyes. You have a reason to value life, because of this pregnancy problem. So why waste life in engaging Polizei and Rheinwehr forces in our home, where your allies have turned on you and will never welcome you into their arms (stations) again?
I predecessors may not have pursued this message. But I believe that change is a good thing, most of the time anyway. You could call change another step in our civilisations evolution. So, I wish to extend my arm in negotiations with the Nacion Maltesa, in the hope that we can foster neutral, or even friendly relations between our two respective houses.

We have some further exchanges to propose, if you are interested. I'll start with the most controversial, best to get that out of the way first.
As Don Diablo implied, Cardamine addiction can be very hard to break - if enough is taken, withdrawal is fatal. Rheinland, I am sure, has some Cardamine addicts - nowhere near as many as Liberty, but enough that I don't think you want them dying from withdrawal. Especially now when you need more shipyard workers.
Perhaps you could set up a clinic for those who are severely addicted, which could be supplied by a limited number of our trusted ships. According to our recon squads, the Munich system is far enough away from the Rheinland core to house such a clinic without arousing suspicion - or fueling propaganda.
You would probably want a doctor to determine the severity of the addiction, but the details of that are up to you.

We already have several clinics set up on each planet, after Cardamine addictions were reported in the respective areas. However, there are casualities everyday due to extreme cases where addictions can not be gradually removed by small doses of Cardamine, gradually decreasing.
And our Cardamine supplies are currently very small - due to the lack of need for the substance and the redirection of attention to the war effort. So, shipments of Cardamine are needed to gradually reduce the number of Cardamine addicts in Rheinland. But first, we would need to stop the new shipments of Cardamine from coming to Rheinland in the first place. I'm sure that can be stopped gradually, when the smugglers see that Liberty is far more profitable of a smuggling site...
But anyway, about the Cardamine that we need. Our scientists have found that to treat the current Cardamine addicts that we have imprisoned for their own protection, we would need approximately 10,793 units of Cardamine. This Cardamine can be delivered to Kreuzberg Depot, the Junker base in New Berlin, where a "contact" will take the Cardamine off of your transports and ship it immediately to our secure location in Munich.
