I bring this to your attention with a sadness in my heart, whilst the Outcast nation as a whole has been an agreeable ally in the past it has become increasingly tiresome to deal with those pests you contain within your ranks. Their constant actions in Liberty,, well beyond the remit of protecting the Cardamine trade, have brought nothing but hardship and pain to my Rogues. No longer can we support your ships, in fact we have never been able to support capital vessels beyond the few we ourselves employ. Outcast raids into New York bring reprisals against my pirates, as such our group is losing more money through that than we recoup through the Orange. This cannot continue.
<div align="right]I ask that the 101st prevent their own ships from docking on Rogue bases unless on official business, the SOB/BLS should do the same. All other vessels not bearing those markings are hereby prohibited from using any Rogue base to dock, any such vessel found to be operating outside of protecting smugglers will be asked to leave, and if they refuse to comply they will be shot.
Note that this should not change our current understandings with the two aforementioned groups and any subsections of them, Mirage squadron still have access to the berths we have provided, the SOB may still utilise Montezuma for their dealings and so forth, primarily this affects any not carrying such affiliations. In short they are no longer welcome except on a merit basis, show us you can be trusted and we'll let you land on our stations and operate on our turf. Also note this does NOT apply to Cradamine smugglers or their escorts. Provided the escorts do not decide that their job is to run into NY and cause a ruckus. Those may still continue as always.

There are numerous people within the Maltese nation I would rather see... not. I understand a pirate group such as yourselves would wish to maintain a lower profile than you currently have. That makes a degree of sence to me. A convoy seen is a convoy lost, and a convoy that is looked for is far more likely to be seen. Si?
I trust of course you won't be preventing our convoys from landing on your bases, as that would cuase certain health issues for a large part of your group...
If senor Jameson requires I take a trip to Liberty to continue this conversation with you, then I'm sure something could be arranged. Perhaps we could agree to docking rights for limited numbers of trusted men and certain groups in return for equipment... This of course can all be negotiated.
To my mind, our friendly status is as it always was.
I ask again that you provide a list of those who caused you the trouble, so we can deal with them ourselves. I assure you, I am highly skilled at dealing with troublemakers.
The 101st guard never appear in Liberty for anything other than official business. If we appear you can be certain it is for no reason other than protecting, perhaps in a slightly forward fashion, our financial interests. I'm sure that is something you understand, however our presence is rare in Liberty.
Unlike most of my peers, the vessels which run the product from my estate's plantations fly 101st colours. I expect these will be as welcome as they have always been.

Greetin's Outcast, I'd like to say that this's been act'lly mah Idea. Recently the Probl'ms with Outcasts sta'ted to grown'n grow biggah than b'fore. Beginnin' with an Outcast Baddleship within Libathy Bo'dahs this Week. Sadly I haven't been there bah mahself, tho' might be able to recieve Guncam Pictu's.
Now yestahday I looked outta mah Window at Buff'lo seein't at last three Outcast Gunships sittin' there preparin' fo' a Strike 'gainst the Libahty Navy at West Point. Wo'st Thin' was..a Sto'tah Destroyah 's been grouped with 'em. As we ain't rich as ya Outcasts 'ven three of the Gunships woulda be exhaustin' Buff'los Supply, not ment'nin' the Destroyah.
Talkin' 'bout Destroyahs. One of our Flagships 's been moored with the Stat'n, so we weren't at full Supply 'nyway. I quickly took the Command of the said Flagship'n tried talkin' to those Outcasts, refusin' to leave the Tu'f. 'specially the Sto'ta Destroyah. 'ven as said they still moved out to West Point, where we were able to destroy the said Cap'tal Ships. Blowin' up so much priceless Stuff hu'ts, 'ven more if we're fo'ced to use our Flagships. I 'ven ment'n that we had to destroy one of the Outcasts Eme'gency Ship, 'swell a Gunship sittin' at the A'catraz Depot.

Thank you Arsenio, I appreciate your attention to this matter, some talks have been going on with Mirage sqaudron, and also the BLS. I'll be honest and say that if both the 101st and the BLS stick to the original agreed negotiations we'll have no issues and even less problems with the two groups.
<div align="right]BLS have requested we liost a few of the things our bases are in short supply of, with a mind to supplying replacementsreplacements for materials lost, I'll be honest and say what we could also do with is munitions and ship parts. These convoys are the most heavily protected and garnering replacements is not easy, especially with the increased activity of the Navy along those routes, owing to the increased noise levels.
Food and regular supplies are a secondary concern, those shipments can be recouped through piracy, although additional convoys wouldn't hurt the larder so to speak. We look forward to working with Mirage Squadron to end these trouble makers and hopefully once the negative Outcast elements are removed we can then start dealing with errant Rogues who have decided a life of pure violence is the only way to get by.

It disturbs us to hear of these things occurring in Liberty.
Though, it disturbs us more so that you no longer welcome us.
We personally have only once been within the Liberty Borders.
That was when we undertook a rescue mission with various
other pilots of both our own Maltese Nation and your group.
Apparently those sprung from the Sugarland have short memories.
While we agree that our capital ships have no business being
within Liberty, we see no reason why you deny our smaller
craft from using your bases. After all, they are spending their
money in your bars and whorehouses. If these smaller vessels
are too big a burden financially than perhaps it is because of how
you are spending the money brought in by them. If it a matter of
resources such as fuel, we can arrange for several raids on GMG
Tankers to secure whatever is required.
We are hopeful that we can come to some arrangement that is
beneficial to both parties regarding usage of your bases.
We of course would be willing to discipline any Outcast who
draws unnecessary attention to your operations, be they bases
or raids on Trade convoys. If they bring down attention than we
lose a large chunk of our profits from the increased Naval presence
capturing our cardamine shipments.
As has been mentioned previously, if these shipments were to
cease there would be many people within your own ranks who
either become deathly ill, or driven completely insane. Just
imagine what this would do for your business.

That there Aquameni is the Storta, terrible pilot too, I think it best you take his rig away, get me? He is making a fool of you guys. The LNS and LSF watching were actually laughing at him.
Reaver.Mallic and TheO-Team][TaxMax were Tridentes, and there was another, though I can't remember the name...
Point being, we killed a Storta and Three Tridentes, definately Outcasts, aggressive ones at that. There was a couple of Pirate Bombers assisting them, I killed one and one escaped, I believe my colleage killed a stray Outcast Sabre who had decided to help them.
The most disturbing thing was, afterwards in system comms, we got some odd static from them believed to be threats.
I think your boys may have gone Rouge, and not not Rogue, R-ou-ge. Have fun with them scrappy pilots, we certainly did.

The Enclave will not endanger, annoy or commit any acts of aggression towards the Liberty Rogue organization.
We shall not dock with your bases, we will not use any equipment of yours.
We do how ever ask you to allow us passage in Liberty space, if we would ever go there.
In return the Enclave would more then willingly send information of your enemies movements, and provide with supplies if we are allowed to dock with your bases.

While Sylpheed stated that all Outcasts not bearing the marks of the select few Outcast factions are being asked to vacate Liberty Space, it is a reality that many Outcasts independant from said Outcast Factions have assisted the Liberty Rogues in the past, and gained our trust.
I still need to talk this over with Sylpheed whenever the bastard wakes up, but said Outcasts who have gained our trust will not be asked to leave Liberty Space and will be allowed to continue operations as normal. Other Outcasts may also apply for a provisional status operating with in Liberty, with in which time we'll decide whether you're useful enough to keep around.
Remember that this is not official until Sylpheed has his word on the matter. But groups such as the Gryphon clan and other individuals have proved to be an asset to us in the past. We will be reasonable; ask and you shall (or might) recieve.

All Outcast capital ships are to be ordered out of Liberty. Those that do not comply will be reposessed, or destroyed and then reposessed.
Fighters and bombers are to be ignored unless they are blatantly causing problems.
The Gryphons are to be informed that it is unwise to taunt or insult my pilots, and that our job is not to give every Juan, Ricardo, and Luis combat support in futile assaults on the Navy.
