Dear sirs!
We have noted, that there have been some regrettable incidents involving some of our brothers in IMG| - and perhaps other IMG-related groups.
On behalf of the IMS - Independent Mining Society - I would like to assure you, that all that is in our interest is to keep the mining peace of Omega 7 - and ensure the safe passage of all lawful companies and individuals in the tradelanes of the same system.
I can also inform you, that we are in the process of confirming a peace treaty already in effect between the IMS and the DHC. The last formalities should be sorted out very shortly.
As far as the IMS is concerned we have orderly and peaceful relations to all legitimate companies and individuals operating in Omega 7. And it is our firm intention to keep it that way.
Our main concern is really the rise of piracy and the activities of mercanaries and other unwanted elements, that threatens the peace of Omega 7.
There are frequent attacks on the miners and bases of all the legitimate companies operating in Omega 7 - these attacks are carried out by Corsairs, Outcasts and junker pirates - and even by worse groups. We have seen some of these groups working together in virtual packs - and even the employment of powerfull warships - such as Imperator class Corsair heavy gunboats. Even an Osiris class battleship operated into Omega 7 at one point.
In view of this we would like to express our greatfullness of the presence of vessels from the Rheinland Military in Omega 7.
We will do our best to cooperate with all RM-vessels - with our own security vessels. In fact we would like to assist the RM in case of major intrusions - such as the afore mentioned attacks by the Corsairs with heavy warships.
As you may already know, the home of the IMS is Freistadt. We will do whatever it takes to defend the integrety of this base.
We are therefore considering to deploy a considerable expeditionary force at Aland Shipyard in Omega 3 in order to counter major intrusions into Omega 7 - intrusions that also threatens the mining facilities of both the Kruger Minerals and the Daumann Heavy Construction.
If we work together - the RM and the IMS - we might very well be able to repel any future attacks by major warships belonging to our common enemies.
With a proposition of formal cooperation we are stretching our hand out to you - and I hope you will take it for the benefit of all lawfuls in Omega 7.

Allow me to express our sincere appreciation for your proposal regarding mutual cooperation to enforce the security of the Omegas, we are honestly enlightened to witness that your leadership considers terrorist assets more important to fight than your business opposition.
However, you entirely slipped over one, major detail in your transmission. The Corsairs are a minor threat compared to what the combined fleets of Red Hessian and AGS vessels tend to cause lately. Most of the cases, it is these vessels that inflict most of the damage to Rheinland corporate mining operations. If anything, we would welcome you to help us eradicate these so-called revolutionaries and cut down on their piracy and sabotage attempts.
I am more than certain that the dispatched Rheinwehr patrol vessels (and of course the corporate escort fighters) would welcome your assistance against these rebels, as well as of course, against the Corsair and Outcast marauders.
There are two things I would like to ask of you, on the other hand:
The first would be that you do not mobilize any capital ships. Cruisers and carriers materializing in the Omegas would obviously spark unwanted dispute from the locals, especially given the fact that the slightest notions of potential misbehavior from the vessels' crew could spark... unbearable consequences.
The second is that you keep away from Daumann and Kruger mining fields unless the leaders of the said two companies agree to give you permission to be present.
Thank you for your consideration, we are looking forward to mutual cooperation in the future.

I am happy, that you have welcomed our proposal.
I realize, that we may have a different understanding about, what is the threats in Omega 7.
Your focus is on the Red Hessians and related groups - and that can hardly be a surprise to anyone given these groups wellknow intentions.
Our focus is on the Corsair and Outcast menace - and that should not be a surprise to anyone either given the casulties caused by these scumbags.
I myself witnessed from my office on Freistadt how two Imperator class Corsair gunboats shot down an IMS gunboat - and one of the them was virtually sitting on the base with its exhaust-pipe right outside of my window.
The guncrews at the base did their best - but could not hit the gunboat at that position.
You must forgive us, but we cannot be a part of any fighting between your vessels and rebels that are opposing the Rheinland government. We stay out of such conflicts - just as we stay out of your ongoing conflict with Liberty.
But we will at any time - if possible - assist you in conflicts against Corsairs, Outcasts, Das Wilde, Phantoms etc. with every mean possible. This assistance should be further specified, I suggest. For example: will the RM allow IMS-security vessels in Rheinland space - during an ongoing coordinated operation with RM?
You ask us of 2 things. That we stay away from Daumann miningfields in Omega 7 - and that I can confirm. We share however the northern mining fields with Kruger Minerals.
Then you ask us not to deploy capital ships. We will take that under consideration, but I must tell you, that if the Corsair major warship menace continues without being effectively stopped by RM or others - then we will take matters in our own hands.
This is the reason why we are considering stationing capital ships close by.
I hope, you will be able to see such ships as an welcomed addition to our combined forces.

We will have to evaluate how our combined fleets perform, but if our goals differ, it leaves less opportunities for us to work together.
More importantly, I would like to note that I still don't see a reason for you to deploy any capital-class vessels. Just because one hostile Dreadnought showed up once, it doesn't mean you will have to counter it with a fleet of carriers. I am saying this while considering the last time an IMG-manufactured capital ship showed up in Omega-7, gaining the hostility of the corporate patrol wings at once, who mistook it for an assault.
Further regarding that Dreadnought, I remember personally being present on the field when it showed up. The vessel had no intentions to harm anyone, as it was hiding in a pocket of explosive gases, approximately 30 clicks off the closest civilian installation, covering the extraction of two other Corsair vessels. The IMS and WD vessels attacking the ship could have avoided unnecessary bloodshed just by following my orders to avoid it, as it presented no immediate threat.
Imperators require no capital ships to be taken out either. Given personal experience, I can freely state that a pair, maybe three pieces of heavy fighters with pilots out of basic training can take down any of these beasts, especially given the usual lacking equipment and skill level of the gunboats' crews.
As again, I would like to take the liberty of asking you to leave the capital ships at home.
About your entry to the Rheinland inner systems with security vessels, I don't see the need for that given the fact that Corsair and Outcast incursions are very rare and are always effectively handled by the dispatched Rheinwehr patrols. We are successful at handling our inner security sufficiently enough, let this agreement only concern the Omegas for now.

I understand, we have different views about the threat of Corsair major warships.
I agree, that Corsair gunboats can be repelled with fighters and other smaller vessels. A few days back I received a report about 2 IMS Hydra class light gunboats succesfully forcing an Imperator class gunboat back into Omega 5.
However the Imperator class gunboat must be seen as heavy gunboat - of almost equal strenght of the Rheinland gunboats - and when such Corsair vessels operates in packs we find them a considerable threat.
Piracy is one thing - against that we have sufficient countermeasures - but what are we to do with these repeated intrusions by major Corsair warships?
Maybe the Osiris class battleship incident was handled badly, as you say, but quite frankly I suspect, that the Corsairs are pursuing lager goals than just a miner or two. What will we do if they invade Omega 7 with cruisers or other capital ships?
Concerning IMS security vessels in Rheinland space: it is not our general wish or intend to have them operating there - other than for escort duties. You should rather see my question as an offer - we are willing to help you out, if you need our help, but I think it must be specified who can request such help - and how.
A final remark: you want us to leave capital ships at home. Let me make it clear: Freistadt is our home, but we do not intend to have capital ships stationed there, but perhaps in Omega 3 at Aland, which is a major shipyard - not only for building transports and mining vessels, but also for refitting warships of all sizes.
