To the esteemed sirs and madams of the Independent Miners Guild.
I am contacting you regarding the possibility of Freeport 10's mooring policies being updated, due to the modern day's increasingly dangerous environments. As you are no doubt aware, Freeport 10 is a relatively small station: we don't have the capability to effectively house any warship above the size of a gunboat. Anything larger can be refuelled but not repaired - we simply do not have the facilities to manage it. In effect, this means the stations cannot be used as a safe-haven by warships, but merely a staging post: an extremely hostile act that the Zoners want no part of.
Herein lies the point of this communication; Freeport 10 may in the none-too-distant future withdraw all mooring rights to non-Zoner capital ships. This would of course apply to all factions that use the station equally, and is not in any form discrimination against the Guild in any way. After all, you have proven yourselves valuable business partners time and time again - something I hope us Zoners of Freeport 10 have been able to replicate in our dealing with you in return.
This would also put an end to any Outcast capital ships attempting to base from the station in the future, something that I am sure can only benefit both our groups. All I would ask of you in return is that you notify your own warship captains that the station is off-limits for the foreseeable future (however, they are more than welcome aboard if they use a shuttle to transfer to the station). Similarly, I would hope an atmosphere of mutual-cooperation could be established regarding action, should we catch any of your capital ships captains attempting to dock or if you report any other faction-owned capital ships attempting to dock.
I would welcome any queries or concerns from your behalf gladly, and bear them in mind when proposing this policy to Station Hall. Thank you for your time.
Mister Lovecrepe, this new policy would be welcomed by the Independent miners guild, given that we already discourage our capital ships from landing on non-IMG bases.
Anything that we can do to help you enforce this will be high on our list of priorities in the future.

Thank you for your understanding manner. I had planned on a two-strike method, with capital ships attempting a forced mooring being warned and fined for the first time, then reported to yourself. On the second incidence of forced mooring, more extreme actions would probably be in order - I would assume along the lines of the ship being barred from entering the Freeport's No-Fire-Zone, and local security forces being asked to drive it off.
If this policy is implemented, liaising with your regional forces regarding offenders would be the top of our list of priorities. Similarly, we would welcome you to send any evidence pertaining to hostile capital ships attempting to dock with the station to us for examination and action.
