I regret to hear from you on this subject, though it is difficult for me to asses your claims as you provide neither guncam evidence, nor any real description of the events that you call "Shoot first, ask nothing."
In addition, please note that the size of the vessel does not necessarily indicate the rank of an officer, nor their competence. For instance, Admiral Hale can usually be seen in his Guardian, in contrast to most Carrier commanders, who seem to usually be suffering from mental handicaps, possibly a side effect of the artificial gravity on such large vessels.
I encourage you to forward me any evidence you may have, as it is difficult to fairly punish an officer on hearsay.
Respectfully,

After reviewing guncam footage from the New Mexico, it is my conclusion that the captain of the ship made multiple attempts to engage you in conversation before firing. It has also come to light that you are an Outcast pirate in command of a Tridente Gunboat.
In light of this actual evidence I am dropping the inquest into the New Mexico's actions and entreat you to never enter Liberty again or prey on her innocent traders, or we will find you. If High Command wishes to inquire as to why a Navy Carrier was assisting an Outcast, we will aid them in such.
Respectfully,
