I'm aware there has been some grumbling as to one of your pilots being denied docking rights with us. To be honest I didn't know you boys valued this so much. The fact is gentlemen that you are at war with Liberty and you place us in great jeopardy when you dock at our bases in Liberty. That being said, I'm not opposed to this happening. I think this is something we should be talking about.
Yes, that is something that made me worry a bit.
As said pilot received little to almost no explanation for those docking rights being denied.
Now, I can understand in what position you would found yourself if Liberty authorities found
out about Order using Junker bases as occasional resupply points.
But this is something that will not happen.
And so far there was no single case where Junkers had problems with specifically
Order pilots docking on your base. That's something that made me wonder,
as you denied docking rights to one of my pilots for something that he actually didn't do it.
He did not bring any of Junkers into jeopardy, as he is more then well trained to lose any tails
before actually proceeding with docking on your bases.
So I fail to see how is this any different then every day unlawful pilots who dock on your bases.
And who are surely less careful with docking and doing it subtly and swiftly as Order pilots.
Now, maybe I am missing something here, but I did not received single complain about Order pilots
endangering Junkers in any way, like bringing Navy tails to your bases or anything similar.
I also did not get single report from my pilots, that Junkers warned them not to dock there.
So yes, you could say I was a bit suprised by this action.
I am hoping you can bring some light on latest events, more details, and hopefully we can discuss things
which will satifly both sides.

This is hardly the first incident and not the first time we've denied docking rights to an order vessel. We've even had recon cruisers forcing their way into Rochester. I'm told none the offending craft from those incidents are in existence anymore. You are quite right that we do have many different kinds docking on our bases. The ones that have the most tendency to cause us trouble are nice enough to discuss it with us first. I could show you some recent examples but I don't want to betray a confidence.
I was not aware that your pilots had any desire to use our bases. If this is true and you do not, well then there is certainly no harm done here and life goes on. If I'm wrong and you do have been of our facilities this is something we should discuss.
I'm sorry we haven't spoken very much in the past. After our founder Vladimir Tinkerbell departed there has not been much interest among my people in sharing in your group's mission. It's something we would rather avoid. Our policies have not changed though. We have never thought of your group as some crazy band of outlaws as many would have us believe. We see you as we would see any other professional military organization in Sirius. That's why we expected that our policies toward military ships would be observed by your group as they are by every other military group. If there is a problem with this policy I'd be happy to discuss what you'd like to see changed and how we can make this situation better.

First of all, I am quite glad that you do not share the view of Order with majority of people.
We do what we must to make our job efficient, and sometimes certain people do not like the ways
we use to achieve our objectives.
Now, I will be honest with you,
main reason for not talking about this matter, is that Order rarely uses your facilites.
Most of the time it's short docking for resupplying with regens and we are gone
before anyone even notices Order ships.
This was the way that produced minimal attention, something we always prefer,
over open communications.
However, if Order pilots, or as you mentioned capital vessels,
have been abusing docking rights, then you should have taken the neccessary actions
by reporting them to Order High Command, so we could handle it.
True is that we did not have many interactions in past,
maybe they were needed, maybe not.
I am not sure for either one, and why former leadership did not contacted you anyway.
But as I am seeing current situation, perhaps it's time we change that.
Now, we rarely find ourselfes in need of using your facilites,
as those places can be sometimes crowded, and we prefer avoiding those.
I am interested to see your point of view on this situation, if we do find ourselfes
in need of using your bases as resupply points, what would you ask in return?

Ok, your pilot Chris Leigh has made amends to us so I am reversing his docking ban. I'm still not entirely sure what to think of your society, but I think there is room for us to work together. Please don't make me regret this.
Thank you for your confidence, I assure you, we will act discrete and under the radar, as always.
I can avouch that every Primary Fleet pilot will co-operate with Junker Congress vessels when it comes to
using your bases, but I will repeat, we will only work with Congress pilots.
As so far, you are the only one that can be trusted.
Also, I can not 100 % avouch for rest of Order secondary fleet pilots,
as majority of them does not come under my command, however,
if they abuse the docking rights on your bases in anyway, you are welcome to deal with it
as you find to be efficient.
