If you don't have NPCs there, you shouldn't be there unless it's an RP event. Unless you are a no-NPC faction like the Phantoms or LSF, in which case common sense takes precedent (LSF would, as a domestic security agency, only operate in Liberty) or for transitory purposes (for example, those of smugglers and aliens).

I agree with the principle of what you're saying, but I think the LSF RP could be more complicated than that. LSF doesn't just do domestic security (real world example -- FBI), as LSF also handles interstellar espionage (real world example -- CIA). I recall seeing a ship infocard in 4.82 or 4.83 that described the fighter as being an LSF ship designed for use outside of Liberty. Of course, having an LSF tag (NPC and/or player faction) on an LSF-designed ship would make RP as an undercover LSF officer a little hard.

As a frequent Flier of a LIberty Rogue character ([Rogues]Raptor.1), I will occasionaly leave Liberty, but ONLY if I am headed to the Outcast systems to pick up weapons and equipment for my Barghest, or if I am following a target that has evaded me.
I would assume that leaving it just because you can is against the rules, but remeber, a lot of the class 10/9/torpedo weapons are for sale outside of Liberty. A lot of sold in Brentonia and more on the Outcast worlds.

@Doom: I know who you saw in the Taus and there is a good reason for that. An AR smuggler was taking Cardamine from Omnicron Alpha to Manhattan and so had to pass through the Taus. After he had died he chose a different route but needed an escort so i had to come and do exactly that. Unfortunatly, i had to go through the Taus to get to him so that i could do the job he had asked me to do.
Unless anybody knows of a safer route to get to Omnicron Alpha than Magellan -> Leeds -> 31 -> 23 -> 37 -> Alpha then we shall need to go there once in a while. It will be exactly that though, once in a while.

Confirmed, that AR smuggler would be me. I've flown out of my area of operation in my Liberty Rogue GB - too.
Reasons: (Malta for some missions to afford my smuggler) (Chugoku for my Dragonflies)
Other reasons my GB might leave the Liberty zone would be escorting.
One question. Am I allowed as ally to help fight when Malta is under attack for example? Or is this OORP?

We like Feedback just like everybody else. Word has it everybody dislikes us, yet no one ever tells us why. I hope you could.
The RP of the faction you choose to be a part of should always be followed. If you are a Liberty Rogue, you would be expected to stay in or at least close to Liberty. What would your reaction be if an RM character all of sudden flew into Colorado and engaged you? You would complain about it I assure you. There is no difference. If you choose to associate with a specific NPC faction be prepared to stay in areas which your RP will justify.
You are not allowed to autonomously pirate/patrol the whole of Sirius.
