IMO i think that it shouldn't be forbidden...every thing that ship has to offer must be used...ship has ability to cruise and there is no sense to forbid that...
EDIT: I personally think that it could be either allowed or forbidden... but it needs to be clear which one of those it is.
A BS dropping out of cruise 100m from me several times is quite deadly for my LF... when I'm without shields and it takes half the screen I can lose up to 1/2 hull when I crash into it. If he is allowed to come back like this I would watch out when he closes.
Bigger ships where built without thrusters to try to slow them down, as they are big and powerful. It is the only way fighters and smaller craft can survive.
The battle ship can try to catch up at its max impulse of 90. If the fight is moving away get your fighters to bring it back to the battle ship.
There is nothing that stomps me more than seeing a large Rheinland BS speeding up my ass.. Then what do they do? Engine kill and start firing again.. *Sigh*
Put it this way. Would a battleship power down its Guns and Shields to activate it's massive warp drive in a middle of a fire fight? (Role Play)

It says no cruise in the rules, unless you are leaving. So no cruise it is still.

Well when i sometimes fly the goliath i usually give targets, while typing the fight moves away from me farther and farther, so i used my cruise and got back near 3k

Just look at this as another downside to using capital ships.
I think it also simulates what would very likely be the physics constraint of real life that is nerfed in the FL simulation: big engines take longer to charge up than small ones. It seems reasonable to me that a battleship should not be able to charge its cruise engines as fast as a fighter since they engines are massively larger. Disallowing cruise in battle can somewhat simulate that.
