My work within the Coalition following the bombing of JiangXi made me a suitable candidate to head such an endeavour.
I am very grateful for being appointed this position, because it allows me to personally talk with the representatives of other nations all over the Sirius Sector. It is a great honour to personally send you this message expressing Volgograd Industrial's interest in establishing trade relations with the Colonial Republic.

Looks like both our states went through some rough times but it's all well, when disturbance of this kind ends and we can sit at negotiations table. I am also happy to hear that Premier Katz is well. Now, as you probably know already, we're always open to business, especially with the Coalition. I'm sure that our nations can exchange commodities and gain profit from such activities. Mr. Barbu, I appreciate the speedy response and am happy that the Colonial Republic is interested in dealing with Volgograd Industrial. I understand that the Coalition and Colonial Republic have helped each other militarily in the past - economic relations I see as the next step forward in establishing a strong friendship between our two nations.
The first commodity that I had in mind for trade is fuel. Specifically H-Fuel and Deuterium. Now that the Shanghai, our gas miner, has been fully repaired for a few weeks we have replenished our ailing fuel storage tanks and now feel far more comfortable with exporting our surplus supplies. We have been encouraged to take advantage of our ability to export fuel following the recent Kusari - GMG conflict which has played havoc with H-Fuel shipments across the Sirius Sector.
With the continued struggle against the Outcasts and the looming threat of the Kingdom of Gallia, the stability of the flow of goods in and out of your economy must be very important. We hope to offer you a stable supply of H-Fuel and Deuterium if that is one of the resources you wish to purchase from us.

Mr. Porter, the Deuterium: we use it, we need it and to have it from you might be to our best interests. Our Singapore Shipyard is known to use this advanced fuel to run tests on our newly built ships. Unfortunatelly I can't say the same about the H-Fuel, we also produce and export this type of fuel.
If you can supply our shipyard with a constant flow of this, we might be able to speed up the building process and we will have an advantage in the war against the Outcasts and other outlaws in the area. I'm sure that the fleet will appreciate this.

Mr. Barbu, containing and eventually crushing the Outcast menace is something I believe to be an aim the Coalition and Colonial Republic share. Volgograd Industrial would be happy to begin exporting deuterium shipments to Tau-44 immediately.
As well as these fuels we also have engine components, light arms and pharmaceuticals. As Volgograd Industrial expands we will soon have resources such as copper, cobalt, beryllium and others available. Establishing mining operations in resource-rich systems is one of our top priorities.
Trade of course works both ways. While we are mainly interested in what we export, we also have our eyes upon what we can import. What can the Colonial Bureau of Economy import to the Coalition?

Our industry, especially the war industry, could use engine components and pharmaceuticals as well. Unfortunatelly, I will have to turn down the offer of light arms. Our soldiers are using our own weapons and don't seem to need new ones.
For the part of what we have to offer, it's not a secret anymore that the Republic is a fine processor of raw minerals such as beryllium and niobium. We can also offer raw minerals but those are not always available on our bases. As side commodities, we offer for export ship hull panels, oxygen (mainly produced by subacvatic plants which, the marine biologists say it's better than the normal one), scrap metal (we use to collect the remains of our enemies), good trained ship crew personnel and H-Fuel but you already have this one.
Now, it may not be too much, therefore, the ISE is also offering its shipping services. Let me develop this subject for you: If the Coalition needs a specific commodity (at a good price) and Volgograd Industrial has no access to it, the ISE might be able to get it for you. I'm talking about intermediating exchange.

I am happy to hear that engine components and pharmaceuticals catch your attention. While the former may come in a trickle rather than a flow, we have a large supply of the latter ready to be shipped at a sustainable level.
Volgograd Industrial is always interested in minerals which are ready to be used. You included the two we wished to purchase from you in your message - beryllium and niobium. JiangXi is capable of supplying all of our oxygen needs, even if it has been blown half to Hell by the Phantoms. While receiving extra ship hull panels would certainly be of benefit, I believe the workers would rather we didn't import the things they toil away to make for us. Unfortunately I will also have to turn down the offer of scrap metal - our small scrap field surrounding the Omega-5 jump hole is constantly being replenished by foolish scouting parties - and also your offer of ship crew personnel.
Your final offer is tempting, and I'd be a fool not to accept. I may already have a certain substance in mind that ISE may be able to assist the Coalition in obtaining a sample of. Have you heard of prometheum, Mr. Barbu? I don't know why, but some VI scientists are interested in studying the substance. Refugees coming in from the Council have told us about it, and how it's only source is Gallia.
If ISE can secure a sample of this substance for us to work with, a hundred units should be enough, then Volgograd Industrial would be very grateful. And of course, ISE will be paided handsomely for the prometheum.

I'm terribly sorry for the delayed answer but my presence was needed outside of Colonial territory to finish a former deal. I got the report about the VI ship that delivered the first shipment of Deuterium. Your transport received guidance from one of our fleet officers. I guess he already uploaded the coordinates of our stations and jump hole.
About that Prometheum, I can only say that I've heard about it but never interested me. We will try to include a hundred units of this in the first shipment.

I'm terribly sorry about that navigation blunder. Seems the crew of the Khimki had not had their navigational computer updated. Before it began service for Volgograd Industrial the ship had been used by a freelance, and its navigational computer had not fully been updated.
The only question left is the one of price. I will draw up limits and prices the Coalition will pay to Colonial transports bringing supplies down from the Taus, as well as whatever the crew receives from the commodity dealers on the selected stations. I should have this to you tomorrow.

I apologise for the delay - the situation developing at Freeport 1 required my entire devotion yesterday. I have now formulated the draft of proposed prices to offer for niobium and beryllium coming from your transports, not including what's received initially from the commodity dealer.
Commodity - Delivery point - Price paid per unit
Niobium (refined) - Any station within Omega-52 or Omega-50 - $1,600
Beryllium (refined) - Any station within Omega-52 or Omega-50 - $1,300
Please inform me if you believe these prices are considered fair. I have yet to consider prices for raw ore, which we could still buy but in a very limited quantity.
