As for the additional citizen input, the message was not to stop being diplomatic, but more of an attempt to say that the diplomacy being tendered wasn't working.
Everyone wishes to negotiate from a position of power, that is a given. Offering limited diplomacy amidst threats, or the perception of doing so, especially after the shelling already received, can lead to ill will and commentary.
