A) Kusari is protectionist and authorian, and the overwhelming import of diamonds are overheating the market, dumping prices, and creating a trade deficit. What do the protectionist do? Control the trade.
B) That niobium is also used in Kusari shipyards. You know, war going on? To allow unrestricted export to Rheinland drives prices up, and harms the war effort. (It also harms Samura. Samura has a lot of political power.)
That would be the in-rp reasons for trade regulations.
C) The regulations as envisioned are not set up to stop trade alltogether, just to limit the profitability of the two-way run

I will make a reply soon as I have new informations about it.
I think that is low. You could also do something like escorts if you wanted to go the way of giving licenses.
But I think all 3 should be at least doubled.
That would force traders to have to buy a license for one of them so they can be profitable on that route.
And I do think you should give licenses for both, for exorbitant sums of money, like 1 billion per organization and 500 million per individual trader. Or maybe even more.
That way there will be some vessels at least that KNF pilots won't have to chase down and scan. Because when you have to go after every single vessel, it can get overwhelming, even with the size of the KNF's fleet.

the approach towards it is better, yet - i d ask for more details about why exactly there should be a licesnse. ( like a faction creation, i think there must be a lot more story behind a player installed and enforced law that is not covered by the general rules - but still leads to a severe cut in playerfreedom )
don t get me wrong, i m all for such "rules" as long as they stay in RP. - but i d not like to think of them as a way to regulate game mechanics as a player instead of a character.
as it stands, the prices for diamonds state that the kusaris WANT diamonds. and the prices of niobium state that the kusaris don t need it much, or it would be a higher price. - this is what you get for a not too dynamic economy.
basicly i mean, - "can t you wait for the next modupgrade and politely ask igiss to adjust the prices to actually reflect the desired market?" - if not .. why is that so.
but even if i personally don t think there is a need to cut the trade other than pure spite, - here is a suggestion to make it fair:
lisences should be categorized by shipclass cargo size AND type AND ID. ( that is meant to promote faction traders .... i like the idea of promoting a RIGHT to do something more than forbid a player something )
- kusari trading cooperation with proper ID ( samura, kishiro ) / ships ( Transport 10.000.000, Large Transport 20.000.000, big dragon 30.000.000 )
- kusari trading cooperation with proper ID ( samura, kishiro ) but foreign ship ( foreign transport or generic transport like train 50.000.000, large train 75.000.000, adv. train 150.000.000, whale 125.000.000, etc. )
- kusari trading cooperation with proper ID ( samura, kishiro ) and hostile ship ( percheron not allowed or maybe 150.000.000 )
- generic trader or freelancer/zoner with kusari ship ( 200.000.000 )
- generic trader or freelancer/zoner with generic ship ( up to 2500 100.000.000, up to 3000 150.000.000, up to 4000 175.000.000 and up to 5000 200.000.000 )
- generic trader or freelancer/zoner with hostile ship ( percheron not allowed )
numbers, types and prices are more or less random - one should make a complete list of ships - but i guess you get the drift there. anyhow, freighters should NOT need a license as their greatest profit is hardly worth paying any license at all. ( now there are people trading in gunships and battleships, too - thats a problem there of course )
For a tax or a license to be applied, each and every faction need to have a permanent presence on their systems. Let say it is not and will never be the case. So, we will pay because most of us want to RP but will never see the result as a real Codex. The issue all houses have to face with their Codex are simple. It is a roleplay agreement and only the players paying attention to the RP forum will act accordingly. Guess what the power traders will do ? Nothing. Unless KSP/KNF have a "permanent presence".
I tried a server where we were allowed to create only one character and be sure that "permanent presence" and roleplay take all their meanings (but it's boring to play always one char). Import/export taxes when entering/exiting a system could be applied in a very realistic way with a true "no exception".
The reality on the server is different : the pirates are the legal taxmen. Official tax from law enforcement will be great if piracy is becoming the exception. Thus avoiding to pay an official tax is a new form of smuggling (like going in morroco and coming back with tons of cigarettes). I will be pessimistic but no way this could happen.
Import/export tax, what is it ? Customs dues. How to reinforce ? Blockading entrance system. Look the result in Liberty...
For few days the "new thing" will be entertaining, and after that ? Well, people will need change, play more often another char in another faction etc.. This is how turn the wheel. Will only remains the "true hardcore RPer" dedicated to their favorite character and favorite faction. Hope it will be a lawful faction but i doubt.
Of course, i'm talking about legal trade run. The license system is just unfair, good for the faction bank but will change nothing in global RP. Only import/export tax can have an impact on ALL traders (registered or not on the forum) because law is the law as long its permanently Live on server. License is an administrative agreement, not a real control.
EDIT : otherwise, fines and explanations are goods, well thought according to the political situation in Kusari.
PS : if you read carefully the underlined words you have "to create only one character permanently live on server"... We have all a RL and it is the best life we can have on earth.

yes - i think thats the point. making a law is fine and all. but even IF it may be justified, - there is hardly a way to enforce it. what will you do? blow up traders if they haven t payed a fine? ... i am not certain if that is within the rules as such.
if a trader is not violating the general rules, but just does not pay a tax / fine that is installed by players in an attempt to govern space that they have hardly a right to govern like that ( unless they tax their guard system in which they can make a rule ), they would violate the rule by attacking such a trader.
you could aswell install a rule that says "no yellow cargo pods allowed, unless you pay 100.000.000 license" and "if you re found with a yellow cargo pod without a license, you are blown to bits" - i could make up a story involving dangerous yellow paint and alien half breeds of course, but it still is a rule that limits player freedom beyond what the general rules say. - now of course, this example is silly - and there "may" be a justification for licensing a specific route - but the idea is the same.
again, as far as i understand it - each dominant playerfaction is allowed to govern their house / zoi space based on what the server allows, and can govern their guard system space as they wish to. - the situation we have now is that playerfactions govern their zoi as they wish to.
so, i suggest to PM igiss about the route in question and try to get it changed in the next version. - when prices are adjusted it DOES reflect that people are fed up with diamonds and niobium.
if i cannot convince you to drop that idea - at least make it complete and include commodities that are logical. not only diamonds / niobium ( cause if you only do that route, it is very clear that it is not RP but an attempt to "get rid of the route" ). work out a FULL list of kusari imports and exports, try to objectivly evaluate each commodity by its worth and danger to the kusari empire and its neighbours and balance it against each other.
so i d ask you, - why are optronics not to be licensed when you export them to liberty. ( in the end, optronics are used in weaponsystems in ships, too - and liberty isn t really friendly, cause its on bretonias side ), what about outer rim commodities like alien organisms to honshu? - what about VIPs ( they can be highly ranked criminals, too ) - there are many commodities out that could be lisenced more logicly than niobium and diamonds. - so i suspect its because this route is used so much - which is ... i am afraid metagaming. ( a char does not see only the playertraders - but also the NPCs ... and i daresay those do a busy trade with other commodities, too ... and in MUCH MUCH greater volumes in the 600.000 units / transport )

I like this, but I expect you to close the Kyushu > Tau-29 border for GMG convoys.
If they are seen hauling H-fuel trough Kyushu, and they have been, that can mean only one thing.
And I doubt KNF can allow such a thing and stay on good terms with the GMG.
Other then that, I very much like the idea, because it can make people join Samura/Kishiro/GMG if they want to avoid licenses.
