Id like you to reconsider the export embargo status regarding Engine Component
Im an employee of Deep Space engineering working within the Life-support & Radiation heat Shielding division for deep range space stations. So as you can imagine if we dont install anything but the best it could mean almost certain death for countless thousands.
But this still hasnt stopped certain houses limiting our supplies, and as a result we are running dangerously low on high spec precision made engine components.
I wouldnt expect the Kusari Government to completely remove the embargo, but request that they consider loosening the embargo slightly.
Id like you to consider issuing an export license which would allow Deep Space engineering pilots to purchase / export maximum of 200 Engine Component units per shipment.

My suggestion is that Hogosha can purchase an "inspector's license" that allows them to stop Junkers (only). Such licenses would be "per system"--i.e., one required for New Tokyo, a second for Kysushu, etc. Perhaps 5-10 million each?
Police would of course, not probe to closely into allegations of abuse by Junkers and would take a Hogosha inspector's word over a Junker's if there was no Kusari witness present and the Hogosha were licensed for that system.
Please consider it. I have rped this and it works really well. Typically, I have the Junkers drop any cargo they have in space and return "most" of it if it is legit though some will be mysteriously "vanish" (into my hold) as payment for my services.
So please give this consideration.

Feedback to the recently posted Kusari Legal Codex.
There are only 3 real export goods in the list. H-Fuel, Plutonium, Engine components and i would add Optronics as 4th. Everything else are import goods. They will be shipped in, not out. If a trader does import them, he should be good to go, because supporting Kusari with needed goods.
Even though i don't like the Lazyium shipping route, trade between Rheinland and Kusari should not be limited.
I would also like to see, known pirate transport divisions (funny contradiction) like the Corsair OTC for instance, been scanned and escorted, while on route through Kusari. Maybe restricted to dock on Hogosha and FA bases only.
The regulations should not been kept as tight as possible or KNF/KSP will get an endless KOS list. Except Hiroshima incursions. Foreign lawful GB's should be allowed to enter Kusari without asking for permission. The current KOS list is hardly to handle. I wanna have fun to not stress only, while in my KNF chars.
As more rules you have, as more breakings you get.
you should be cautious not to kill casual trading in that part. - i do have a problem with engine components and optronics ( if the later was added ). both are hardly a matter of the war with bretonia - and by exporting them, it helps kusari, too.
furthermore, - on second thought, - it may be fine to enforce any embargo - but should it not rather be a civilian one? - so shouldn t samura / kishiro enforce it - and not the military in that case?
when engine components, niobium, optronics are "banned" from casual trading, there is not much left. - its like shooting your own feet. - not everything that you can justify in RP will have a good effect on the RP enviroment.
here is an example:
i have been providing FP 11 with engine components, making the nice route from honshu to delta via one of the last "legit" routes we have. - now i have been confronted by the KNF and rightfully been told that its not allowed. i was told that i can obtain a license and that it won t be hard for a zoner vessel. - so far so good.
but the RP of my zoner would rather say ( since he fled the regulatory machinery of the inner sphere ) not to get caught in the bureaucracy again. - he took the only consequence a zoner has - and placed an embargo on kusari himself. - meaning, no more trades of cobalt from FP11 to honshu - cause i am not able to take anything back.
i adjusted my route to rheinland instead - picking up engine components at new berlin and taking the omega route to delta. - in RP, honshu just lost a major provider of cobalt and a source of money that would take their engine components. i m a bit doubtful if thats really what kusari wants.
in terms of gameplay - its just less players you get and more NPCs. think about overregulating stuff. - and/or leave it to the cooperations like kishiro or samura. - a trader may rather deal with restrictions made by other civilian cooperations than a house military, even if the interconnections between the vertically involved kusari cooperations and the goverment are interdependent.
if optronics and engine components are illegal without a license, - it ll cut off honshus exports as this planet has nothing worth selling anymore. adding niobium ( even if its meant to cut the ooRP traders that use the chogoku route ) to be illegal may - if enforced end up with no traders at all anymore. - the whole kusari space may end up empty. no traders, no pirates, no lawfuls.

This is interesting. I have been recently told that as a Junker I am not even supposed to be in Kusari space. And with the new ID banning Junkers from landing pretty much anywhere in Kusari this license probably wont be needed. So much for actualy engaging Hogosha and trying to RP taking over Kusari.

That's why I proposed this be done in place of a "ban" on Junkers in Kusari. That way it does let you RP it. In the event there aren't enough Hogosha, the authorities can be just as strict--charging a "processing fee" if they have to check a Junker ship out.

I get what you are saying Shigeo. Your idea would lead to more RP and PVP interaction between Hogosha and Junkers. I think that is a good thing. But if I cannot do buisness in Kusari there is no point in going there.
