As was said before, protocols being what they are, we are only able to offer the information we have archived. Picture is incomplete as it is still an active investigation.
The following is known;
On 09-03-818, an unknown pulse-burst transmission was sent from a relay located in the Unyu Cloud in the Hokkaido System. The incident was only found out about later after an in-depth trawl of the logs of the Battleship Matsumoto. The incident coincided with a general engagement between Blood Dragon and KNF ships deeper in the system.
The term "CASE ORANGE" was deciphered as a text and data-pulse from parts of the transmission; the only words we were able to decipher, but... the rest of the encoding is in a syntax utterly foreign to anything we know of. We are still trying to decipher it. It is simply in a quantum-level state our hardware has a hard time making sense of. It could be some kind of data-burst or encrypted communication.
We picked up several pings on a number of satellites in the Hokkaido system, but further investigation of their locations has revealed nothing. We found debris indicating several were shot down or self-destructed. Analysis of the wreckage indicates a number of tachyon and particle based weapons were used to destroy them. Those types of weapons are not used by any military or corporate organization in Kusari at this time.
We did however, draw a connection to a subsequent incident: a shoot-down of a Gunboat belonging to an organization known as the "Consortium". The vessel was shot down by two Kusari Police ships in Shikoku while transiting the sector. Most of the wreckage was vaporized, and we found no data recorders or black boxes, but we did find a few optronic drives which we trawled, finding code very similar to the pulse-burst accompanying CASE ORANGE.
We still don't know how to translate it, but we believe that the message was intended for the Consortium. Cryptic analysis is still underway, and a number of our old files on the Consortium were destroyed during the Coup following Jien Kogen's ousting. It was one of the files damaged by his men before the police could secure Kansai's data banks.
All we know is the Consortium seem to be much better organized then the Chrysanthemums or Dragons, but we don't know their intentions or exact capabilities yet. Investigation continues.
