This is the Flying.Dutchman. At first I am not a man of long words, so i will keep it as short as possible. I think we spoke already and you know what i want. Since we have some business to do in the Omegas, we request the permission to dock on your beautiful Freeport. We won't make any troubles around the Freeport or in Omega-3. We just need your station as a save and cheap place to dock. I think you already heard of us - and i am also sure you have never heard that a Zoner convoy was worn down due one of the Renegades. If you have any questions or jobs for us, feel free to ask.
I have had to think on this for a time. Yours is not the first group that has had, shall we say, a 'colorful history' amongst your home area. Freeport One has been for some time a center of diplomacy for peaceful meeting and trade. Here, we have Rheinland, Hessian, and Corsairs amongst others all with diplomatic missions at the station. Some are small consular offices, others are full fledged embassies. Some are allies, some neutral, and some blood enemies, yet each exists side by side here in peace. Could such be available to the RR? Yes it could. Would such be made available? That depends.
I shall be blunt here so that thre is no misinterpretation. The escapade some time back between yourselves and the IMG at our station soured long time relations. Granted, it was their own hubris which was the cause, in determining that they were above our laws, Bretonian laws and the Omega Treaty by attacking someone withn the bounds of our station, the RR was saved from punishment only by a sliver. That the IMG were not firing upon your ships prior to RR arrival at FP1, and that your people did not return fire are what set your group apart at that time.
In Rheinland your people are classified as pirates and terrorists, but not in Bretonia (yet). This was established when during that incident neither the BAF, BPA, RFP, RM, or even IMG as the complainant, were able to show a pattern of piracy within Omega 3 or other Bretonian space. I am also aware of the RR leadership's presence in New London at Whitehall as well as the purpose and disposition of that meeting as I was also there.
As of this moment the RR has good legal standing within Bretonia space. On that basis I will not immediately decline nor grant docking access or consular offices but will consider it. Corsairs are at war with the Hessians, Rheinland and Bretonia, yet their diplomatic missions here are unhindered due to both common courtesies granted diplomats and their adherance to our laws. I ask that you and yours review these documents before proceeding further:
Understand that while you abide by these laws and your behavior is within the bounds of the treaty, your people may be granted the access you desire. However, any determination under the Treaty of Omega 3 that the RR are pirates and a menace within Bretonia will see the revocation of that status. Additionally, I am well aware that that your group hunts Corsairs. Simply, that will not happen within range of Freeport 1 or any Confederation base, planet, or station. Violation of Confederation laws may result in fines or expulsion which includes denial of docking rights to any Confederation or Zoner facility. What this means is, if you're in combat with whomever beyond our perview, and then choose to dock at our station afterwards for rearming or repair - I don't care. Do the same while under fire from your opposition, and you will be in violatin of our laws.
I do not ask or demand anything of the RR that is over and above what has been agreed to by others who have consular offices aboard the station. I simply point out, as your group expands towards international diplomacy, the behavior that is expected from your diplomatic corps and your members as they utlize our station. I will not have a repeat of last year's debacle here with Corsair, Hessian, SCRA, Rheinland, and Bretonian ships surrounding the station shooting each other and Freeport 1. Do not cause a danger to my station.
That said, review the documents attached carefully and let me know if you are stll interested in the consular seats. Your agreement to abide by our laws and your adherance to them is paramount for the desired access to be granted.
