what you presented is an interesting case. Let me explain how I think this can happen:
You said that the ship in question is a stolen Gallic mining ship. That's at least what the IMG Tau databanks classify the Plier vessel as. Consequently, it is very likely a civilian ship that is produced by or at least for the GMS. As our interactions in the Taus require, all Gallic civilian ships can flee to IMG stations in case of an attack. Hood, in Bretonia's Dublin system, has hardly ever had any contacts with the group that flew that ship. So the docking sensors could not register the signature properly. The emergency docking happened too fast for docking controllers to intervene manually.
Summed up: it is very hard for the controllers to make decisions on who to allow to dock and who not when the ship class is hardly known nor the ship's transponder signal cannot be correctly classified.
Changes have been implemented to improve detection. The ship in question has already left Hood. Thank you for making us aware of the glitch.

Unlike most of my predecessors might have, I understand software glitches. But I also understand if on docks on Hood without trouble, what stops another from using Java?
I do trust that the glitch has been dealt with by now.
