You obviously have no idea how badly Outcast Destroyers are used. Specifically, above Manhattan killing NPCs, faction people who arrested their smugglers, or the odd starflier pilot. They're almost as bad as Corsair lunchboxes as far as most people's RP goes, but these are more deadly and harder to kill. Really, its worth it.

I totally support a faction enforcing its rp. No problem there. If players can't handle the big dogs they need to stay off the porch.
I also am concerned about abuse of power with cap ships both ways--those trying to get them and those trying to keep others from having them.
At this time, I don't had a cap ship with Junker character but have been kos'd, flamed, pmed threats and insults in-game, etc.
The players who have done this think they are "right"--but they aren't. In their minds, they are doing exactly what you guys are doing--trying to prevent cap ship abuse with the faction they are invested in (and frankly, most of them aren't really "invested" in the Junkers, they just don't want anyone else to be).
What they are doing is deciding which Discovery a player may have (as in Junkers may use battleships and cruisers) and punishing those with oorp behavior who don't abide by it.
In real life, a person who went around in their Honda civic and used a shotgun to shoot SUVs off the road because "there are already to many and they are destroying the environment" would go to prison.
I happen to think as an Outcast faction you can rp a control of ships--but there are other situations where this doesn't apply.
"KOS because we don't like what you are doing" is lousy rp.
Eppy, the LR have two Outcast Dessies, keep meaning to write up the RP requests for those, does the 101st have a diplomatic channel for that purpose? Secondly the LR will police this as well, be good to see less Rogue tagged OC dessies flying around without a hint of RP. But it will be much like mwerte's thang, if they can give an RP reason for having it they will get to sail on by.

Tinkerbell, Del more or less stated what's going on. They won't shoot people for doing stuff they don't like, they'll use their established RP to beat the snot out of people who just buy ships because they're cool and don't RP. No problems with that.

With all due respect 101st, I am not sure I see the authority of your squadron alone to regulate our shipyards production capacity or your ability to regulate distribution of said craft. Is this rule set forth by ALL factions of the Outcasts or is this simply a policy of your squadron specifically?
If this is a common consensus of the complete alliance of Outcasts, I will dutifully follow. If not, I do not see the need to report in to 101st to explain my orders or my equipment when the time finally comes when I can return to my homeland, our Malta.
For the record, I do not command any of the vessels in question and have little intention to. My mission does not require or allow the use of any higher ship then those I have in my command at the present time. However, I will need to replace my ageing and battered Hacker Gunship when production of our own craft starts on my next leave sometime in the far future. I intend to file the acquisition report to the proper authorities on Malta and not specifically to the 101st whom I am not currently part of and do not fall under the command of.

I dont know how they are abused in Manhatten true - but if they do something wrong thats againts the rules.. sanction them?
About this post - If its about Role play - so if an independent does Role play they can buy one? Thats the core of my concern with this kind of restriction.
I have been playing for a little less than a month and i haven't seen people abusing capitol ships. Maybe I am wrong, but I do think that "Faction Rules" are not suppose to restrict players on buying ships of their choice. IF someone is doing OORP stuff, that person could be reported to the admins and fined/sanctioned.
I like this mod and server, I would like to stay here and play. I am sure many other people do too. Another thing Outcasts can do is to allow the ship and see how the player will use it. If the person does OORP stuff, simply do whatever you wanted to do. Attack, take away the shp, etc. That would be a very simple way out of this situation. People get reported to admins for breaking server rules, Outcasts can be reported to the High Command of 101 if they break RP.

Yep, the only reason factions get (almost) free reign here is because they all know each other, most are in the 101st as well, and anyone worthy of getting the rank to fly one is trustworthy as far as RP goes. Indies with RP can buy them no problems, those with shoddy RP or no RP at all will have bomber related problems.
The ooRP people that last usually aren't ooRP in an easily sanctionable way- technically, destroyers above Manhattan isn't sanctionable, because there are Outcasts NPCs in system. Same with maintaining radio silence and just sitting there with your big ship showing off- you can't be required to talk unless an admin tries to reach you. THAT is the kind of stuff this is supposed to fight.
To clearify my post, I know the factions want to keep control of their caps, we all do. But, instead of something like a registration which only causes a problem for the people who read these forums and care enough to do keep a good rep, why don't we police our own and smack down the people who are causing the problem. In all honesty this should be a joint Outcast fix rather then one faction trying to police an entire population. None of us want to to happen to us what happened to the Corsairs and the Order. Lets ALL nip this in the bud.
I wasn't going to say anything and I know this will never happen but this is my "pet" idea that I would love to see...
1) You have a license type for every ship class above gunboat (like the battleship license).
2) The mod sets a limit on the total number of each type.
3) The licenses are lootable commodities--i.e., they drop when destroyed and can be tractored in.
THAT would make it mean something to have a cap and it would make people think hard before running about silly in them. It would also mean that, most of the time, anyone who had and kept one earned it.
In the movie"The Incredibles" the villain says his plan is to make it where everybody has special powers...and then no one will be special.
I think most concern over people having cap ships is misidentified is concern they will be abused but I honestly think that its more concern that having one won't mean anything if just anyone can have one.
