Gentlemen of the State Department,
I believe I have an offer for you today that can benefit the Republic of Liberty as well as Interspace Commerce. We have been working for some time to repair our damaged relationship with your government, and the other corporations inside Liberty. As part of that effort I have for you today a proposal that could be a benefit to Liberty's efforts at fighting crime. As you may know, the Interspace Mercenary Network has quickly become one of the of the largest bounty services in Sirius, with many registered hunters and several collections a day.
I bring this up because the Interspace Mercenary Network is also by far the most efficient mercenary service in Sirius, with a guaranteed payment window of only 24 hours. In contrast, the Liberty Bounty Board can sometimes take up to three months to pay hunters for their claims. Our diligence is why so many hunters come to us for work, and we want to see them put to work cleaning up Liberty space. While it is true many hunters register for both, they will be more inclined to hunt in Liberty if they know they will be paid quickly.
To this end I propose that the Republic of Liberty privatizes it's bounty board and makes it a part of the Interspace Mercenary Network. Interspace Commerce will ensure that all hunters have the appropriate reputation and papers to take jobs in Liberty, and see that the claims are paid quickly. In turn we will send the treasury department a weekly or monthly bill, your choice, along with a modest fee for administration.
This may seem drastic to some, but I remind you that privatization has worked in the past, the LPI are a shining example of what can be accomplished by profit driven corporations working closely with your government. By continuing this trend you are ensuring that pirates in Liberty are dealt with effectively, and that the lanes are as safe as possible for commerce.

The Government is reluctant to have the Republic's Bounty Board operating entirely within Interspace's Mercenary Network. However, we are prepared to consider externally contracting our Board's administrative duties - chiefly claims confirmation and payment - to Interspace Commerce.

If the Republic feels it necessary to continue the board as a separate entity, we can handle administration easily. Our Bounty Department can handle all your claim verification and payment for a modest fee. I believe that 50 Million Credits or 5% of claims paid should be sufficient for the increased efficiency, with guaranteed 24-hour payment of claims. We are however open to suggestions on your part.
